MEANING:
I'm not totally sure on this one, although when he says "the V-chip gives them sight", he's talking about the influence of certain restrains, not giving you the ability to think on your own. It's the control and the surveillance "they" have over you, being the government or anyone around that corner, taking your free will away. The video clip is wickedly awsome BTW.
