The creative team behind the Batman Animated series will be producing a special  3-part "Harley and Ivy" book mini-series for publication in mid-1999.  This is a totally in-house WB animation project utilizing the skills of Dini (writer), Timm (penciler), and other animated artists within WB Animation -- apparently no DC personnel other than eeditors are involved.

PAUL DINI INTERVIEW

Paul Dini, the creative force behind the various Batman animated shows recently conducted a lengthy (35 mins +) Real Audio interview for the Comic Book resources website. Most of what was discussed (particularly in relation to "Batman Beyond") has already been covered by GWN and is posted on the GOTHAM GAZETTE web site.
