Just because a society is basically evil, doesn’t mean that one can go on a murderous rampage in the streets without fear of repercussions. The Law is enforced by a city guard that is the responsibility of one of the noble houses, if they fail in their duty to uphold the law then they run the risk in losing the contract. Much like the justice system in contemporary America, those with power and money will skate and those that are poor will be punished, only to a more extreme effect. The laws are very draconian, theft is punishable by death as are many petty crimes. The trick is not to get caught as it may cost your life. Most of the time the guard is willing to look the other way for a price, and often look the other way out of apathy. If a public outcry is made then the guard is forced to act, this means rounding up a bunch of unfortunate scapegoats and having them but to death for the public’s entertainment. Generally if one is careful and greases the right palms, they will have no trouble. Walking around armed to the teeth is frowned upon, it draws suspicion and the attention of the guard. Everyone in Gorn carries a dagger, the dagger is used in duels and to denote status. Brawling in the streets will usually get all combatants killed by the guard, they will shoot first and ask later. Most people that can afford it will have some leather or studded leather armor, the Gorn have made the light armor suit fashionable; most will wear one for looks and protection. Beyond studded leather is looked upon as rude and buts people ill at ease.
