A Quick Background on Measure I If approved by the voters on March 2, 2004, Berkeley Ballot Measure I would give the City Council the power to write an ordinance that would implement Instant Run-off Voting (IRV), but only after other specific preconditions are met. And, as most voters are aware, the City of Berkeley collects arguments for and against ballot measures, posts them on its website, and mails them to Berkeley voters prior to elections.
