RESOLUTION ON ENGLISH AND BILINGUAL EDUCATION

WHEREAS, it is vital for the common good of society and for the welfare of the individual citizens of that society to effectively communicate in a common language; and

WHEREAS, English is the dominant language used in Texas and in the United States; and

WHEREAS, non-English-speaking children who are placed in English-only classrooms scored far higher on standardized tests in California; and

WHEREAS, research shows that bilingual instruction slows academic progress and limits students' ability to learn English; and

WHEREAS, non-English-speaking children and their families assimilate faster into the American culture if taught in English-only classrooms; now therefore

BE IT RESOLVED that we, the Republican Party in the above-named precinct, urge the passage of an amendment to the Texas Constitution establishing English as the official language of Texas; and

BE IT FURTHER RESOLVED that we urge the passage of an amendment to the United States Constitution establishing English as the official language of the United States; and

BE IT FURTHER RESOLVED that we urge the Texas Legislature follow the lead of the State of California in terminating Bilingual Education; and

BE IT FURTHER RESOLVED that any federal or state laws requiring any level of government or any public or private institution to publish official documents in a language other than English be repealed; and

BE IT FURTHER RESOLVED that the admission of Puerto Rico or any territory as a state should be conditioned upon the use of English as the only official language in that state.


The foregoing resolution was properly submitted in triplicate and was adopted by the Republican Party in the above-referenced precinct in convention on Tuesday, March 4, 2008.
