"So, who can baptize?"
Acts 9:10, 17-19 "And there was a certain DISCIPLE at Damascus, named Ananias....said, 'Brother Saul, the Lord...hath sent me that thou mightest receive thy sight and be filled with the Holy Ghost.' And immediately there fell from his eyes as it had been scales: and he received sight forthwith, and arose, and was baptized."
Acts 11:26 Another term for "disciple" is "Christian." Ananias had no title.  See also question on Christians.
Acts 22:12,13,16 "And one Ananias, a DEVOUT man according to the law, having a good report of all the Jews which dwelt there, came unto me, and stood, and said unto me, Brother Saul....be baptised and wash away thy sins."
Ananias had no title. He was just devout.
Acts 2:14,15,41 "But Peter, standing up with the eleven....third hour of the day (9:00 AM) Then they that gladly received his word were baptized; and the same day there were added unto them about three thousand souls.
If they began baptizing at noon and baptized until 6:00 PM, the TWELVE APOSTLES would have had to baptize 250 each, 42 an hour, unless those baptized earlier in the day helped baptize others.
Romans 6:4 "Therefore we are buried with him by baptism into death; that like as Christ was raised up from the dead by the glory of the Father, even so we also should walk in newness of life."
