The three primary objectives of the Electronic Warfare Test &
Evaluation (EW T&E) Process are:
a) to reduce the risk of hidden flaws in a product that will be very costly
to fix later
b) to demonstrate system performance that proves systems are being properly
developed/improved and will meet the needs of the user
c) to contribute timely, accurate and affordable information to support
life cycle acquisition and support decisions.
2. Why do we need a disciplined EW T&E Process?
First, the troubled histories of
EW programs that came on line too late, were over budget, or unable to
meet user needs.
Second, the need to use limited and costly
resources that exist to support EW T&E efficiently.
Third, we need a process that will
help us do a better job of assessing and managing risk.
Fourth, we need a quality product for the user.
