GM DUTY

Here at the GMFHL, we accept the best from all gm's. We can understand you not being active all the time because you have a life, but this is what we expect:

- A full report on your team once every two weeks
- Lines done once at least once a week
- Update site completely every month (if nessesary)
- Answer E-mails As Soon As Possible
- Be available on Msn or Icq regularly
- Let the league know of any email / icq # change
- Let the league know if you will be absent for a period of time
Result of GM Inactivity

You will be let go of your duty as a GM right away if any of the following happens:

- Argue with the commish
- Cheating anyway possible
- Attacking a GM
- Discrimination of any kind

You will be let go of your duty as a GM if the following happens after 3 warnings:

- not sending in lines
- not making posts about your team on the message board
- not participating in league activities (polls, votes, etc..)

Also, if a gm has a problem with one of the gm's and the commish thinks it's a valid reason, a vote will then go up and if 10 gm's think the GM should be fired then he will be let go, no ifs ands or buts!

Position
A player may change position with proof that he plays a different position. This information may come from tsn.com or the team website.

Created GM Players may change to any position in the offseason only!

Training Camp

The Training Camp for the GMFHL will take place after Free Agency and before the Pre-Season. 5 players from each team will be allowed to go to training camp. Forwards and defenseman must be 26 and younger and Goalies must be 29 and younger. 1 camp per player per season.
These are the camps you may attend to:

Strength Camp: (IT, ST, DI)
Skating Camp: (SK, EN, SP)
Stamina Camp: (EN, DU, SP)
Defense Camp: (DF, PC, PA)
Scoring Camp: (SC, PA, PC)
Minor League

Any player 73 overall and below is allowed to play in the minors. Only rookies with an overall of 74 may play in the minors aswell. Rookies 75+ in overall must play on the pro roster.
Trading

Trading will go through the message board. There may be a 3 way trade. No more than that though. Trades may consist of draft picks, prospects, money, or Players. There will be a trade board consisting of 4 Gm's of my choice and myself. It will take 3 or more yes's to make the trade go through. If you want to help make the decision easier for us, give an explanation on why you think this trade helps you.

If a trade is rejected, we will say why this trade is lop-sided. We will not be too strict but we will not let anything slide. The Teams may then decide to re-work the deal or decide not to make a deal at all.
Releasing Players

You may release a player at any time during the season. One reason to do this might be because you want to get rid of his contract (money) Another reason might be, you are close to the roster maximum of 50 players and releasing one would give you room for an extra player.
Retiring Players

Once a player turns 38, I will be evaluating that player for the rest of his career. If he gets injured badly or does not produce what he should be doing, he will then retire.
Salary Cap

The Salary Cap for the GMFHL will be 60 million dollars to start off with.

If a team goes beyond this amount, they have one week to get under or the gm will be let go.
Free Agency:

BEFORE free agency begins.
This means that if your player is 31 years of age right now, he will be 32 at the time of free
agency and be an unrestricted free agent.

There are two groups of free agents, unrestricted (UFA�s - players age 31+) and
restricted (RFA�s - players under 31). The main difference between restricted and
unrestricted free agents is that with RFA�s the current team can match the highest bidder
and keep him. Also, if a team loses a restricted free agent then they receive some
compensation from the team he signs with. (See compensation table).

UFA�s

Unrestricted free agents are players 31 and over whose contracts expire. The team
they are on has no right to compensation. In the case of both restricted and unrestricted
free agents, the original team may elect to pre-sign the player and avoid the free agent
process (See Presigning tables). Bidding at any time is limited to what cap room a team has
with respect to the cap for the upcoming season

Unrestricted free agents will go to the highest bidder, No compensation will be given to the
original team nor does the previous team retain the right to match the highest offer. However,
UFA's once signed MUST have a no trade clause for 1 season but may be presigned via
the presigning table as any other player would be.

RFA�s

Restricted free agents are players 30 and younger whose contract expires.
In order for a team to retain the rights of a restricted free agent, the team must offer the
player a raise of 10% on his current contract.  For example if the player has a salary
of 1,000,000 dollars then the minimum qualifying offer must be 1,100,000 dollars, a raise
of 100,000 dollars. This is considered the minimum bid. If you do not send a qualifying offer,
the player will become a UFA and the team will no longer have any rights to the player and
will not receive any compensation. If you send a qualifying offer and at the end of round one,
the player has received no offers, that player will sign with the current team.

During the FA process teams will be allowed to trade away the rights to RFA's for whatever
deal they can make. Restricted free agents will work differently to that of unrestricted free
agents with respect to bidding. The player will sign an offer sheet with the highest bidder or
the original team at 95% of highest offer. When a player signs an offer
sheet, the player's current team has the right to match (at 95%) or to accept compensation.

NOTE: Teams bidding must have the picks to support compensation; bids will disallowed if
the applicable picks are not there. Once the bidding rounds are complete the RFA�s original
team has 48 hours to decide on which option they are going to take.

If any or all of your RFA's put you over the cap at the end of free agency, you will have
24 hours to fix your finances. If indeed finances do not get fixed the Commish will fix your
finances by making one of your RFA's an unsigned player and continue till such time as
finances are in order.

�         keeping their RFA at 95% of the Hawks contract offer

�         taking a 1st round pick and a prospect of the Oilers choice

�         or taking a 1st round pick and a player rated 70-74ov of the Oilers choice.



80-84ov

Two - 1st round picks and prospect of receiving teams choice or Two 1st round picks and 70-74ov player on the roster of the original teams choice.

For Example: The Oilers make an offer to an Hawks RFA player with an 83ov rating.  The Hawks have the choice of one of the following three options:


�         keeping their RFA at 95% of the Oilers contract offer

�         Two 1st round picks and a prospect of the Hawks choice

�         or Two 1st round picks and a player rated 70-74ov of the Oilers choice.



85ov +

Two - 1st round picks, a prospect of receiving teams choice and a
70-74ov player on the roster of the original teams choice.

For Example: The Oilers make an offer to an Hawks RFA player with an 88ov rating.  The Hawks have the choice of one of the following  options:


�         keeping their RFA at 95% of the Oilers contract offer

�         Two 1st round picks, a prospect of the Hawks choice and a 70-74ov player of the Oilers choice.






NOTE: These are the minimum compensations acceptable. A team may offer more, or make
variances of equal value to the below chart subject to FA Board approval


Bidding process


There will be 3 rounds of bidding for the FA period; each team will present a list of the free
agents they wish to bid on. To the FA chairman (Justin Rogers). The list of free agents
will be presented on the league page prior to the bidding process after the draft or
expansion or waiver or dispersal drafts. Teams will then present their bids to the
FA chairman (Justin Rogers). The highest five bids move on to round two. Bids are called for
round two and the highest two bids move on to round three. After bids are received in round
three the highest bidder receives the player if unrestricted. (if restricted see compensation
table and rules on what to do). There will be Max bids on player via the below chart.

If there is a tie on a bid for a player, the lower placed team gets the player.
Non-Playoff teams are entitled 2 tie breakers and Playoff teams are entitled
to 1 tie breakers.

You cannot lower your bid from one round to the next. You can however bid the same
amount in each round. This is to prevent GMs from making it to the final round by bidding
an astronomical amount and then bidding peanuts in the last round. If your bid is accepted
as the highest then you MUST take that player at the salary you have stated.



In the case of restricted free agents, the original team has the option to match the highest
offer at the end of round 3 and thereby retain the player (at 95% of the top offer).
Otherwise, they can release the player in return for the appropriate compensation (see above).
Franchise Player


Each team is allowed to declare 1 franchise player from his roster. This player is never eligible
for Free Agency as long as he remains on your team. At the end of his given contract he will
resign with the team for $500,000 more then what he used to be payed. If you decide to trade your franchise player you cannot rename another until the beginning of the next season.

Before the start of the regular season, the gm will be able to create a player of him/herself. The gm can choose any position for his/her player except Goalie. Here are the styles of players you can choose from.

Forwards (C, LW, RW)
Sniper forward - 75 scoring, 75 overall
Defensive Forward - 80 defense, 75 overall
Playmaker forward - 80 Passing and 70 scoring, 75 overall
Strong Forward - 75 IT and 80 ST and 65 scoring, 75 overall

Defense (D)
Scoring Defenseman - 78 scoring, 75 overall
Defensive Defenseman - 80 defense, 75 overall
Intense Defenseman - 80 IT, 75 Strength, and 70 defense, 75 overall

All players will stay at 75 overall until they retire. Every player will start at 20 years old.
You may not trade your GM Player but may release him. You can only change his/her position during the offseason.
