SkillCenter Beginnings
During the 1990 National Negotiations, the UAW and GM discussed the need for basic educational opportunities and training through existing in-plant or other dedicated, accessible and adequate facilities. The parties agreed to increase the emphasis on basic education, ensuring that UAW-represented employees and their spouses have access to education and training opportunities for basic skills in areas such as math, reading, problem solving, and language, or to master new skills and achieve personal goals in basic education. These negotiations marked the beginning of a new strategy to implement UAW-GM Skill Centers nationwide.

SkillCenter Overview
The James H. Diehl Skill Center Martinsburg SPO has been in operation for nearly fifteen years (started August 1993) and has served 1000s of students to varying degrees.
The SkillCenter is a service provided to all active and retired UAW members and GM employees, their spouses and children.
Skill center students have enjoyed a wide variety of courses such as adult basic education (reading, writing and math improvement), GED preparation, high school completion through the External Diploma Program, learning English as a second language, and a wide array of personal enrichment courses. Academic advisement is also a service that many have taken advantage of since the centers opening.
An on-site Education Development Counselor (EDC) is located in the SkillCenter for UAW Employees. The EDC provides employees with direction and assistance in their efforts to further their post secondary education.
The EDC can guide employees toward the Tuition Assistance Program in approved educational programs beyond the high school level.
The SkillCenter has experienced considerable success during the more recent past.  We feel the success has been due to excellent instruction, highly motivated students and ongoing support from the union and management leadership. We should all be proud of our SkillCenter and the great strides that have been made in workplace education in a relatively short period of time.
