OBD I Fault Code Detail
Code 15
Coolant Temperature Sensor Circuit
Low Temperature Indicated
The coolant temp sensor uses a termistor to control the signal voltage to the computer.  The computer applies a voltage on a direct circuit to the sensor.  When the engine is cold the sensor resistance is high, therefore the computer will see high signal voltage.

As the engine warms, the sensor resistance becomes less, and the voltage drops.  At normal engine operating temperature (85 - 95 degreees C), the voltage will measure about 1.5 to 2.0 volts.

Code 15 will set if:
-  Engine is running
-  Signal voltage indicates a coolant temperature less than -38 degrees C for at least 4 seconds.
