Nonviolence is also a choice.  People choose whether or not to be violent.  Suddenly people use the idea of �rage� as a defense and call it an illness.  This would seem to be a step too far.  If a person is upset, that is no excuse to be violent.  That would not be considered acceptable in a domestic violence case, so why should it be acceptable in society?  �Rage� is not an illness, it is a lack of control over oneself.  Violence is not a solution to a problem, but an invitation to more problems.  If a person decides to use violence, it only invites criminal charges, civil suits, violence in retribution, and personal problems with others. 

These are things that could happen.  But it takes individuals to make a difference.  No article, no government can make those choices for individuals.  However, each individual who does choose to make a difference not only does so in their own lives, but impact those around them.  Similar to a ripple in a pond, actions by some, ripple out to impact others.  It may not change them overnight, but as each ripple passes over them, it begins to change others, just as a wave (just a larger ripple) changes a shore over time.  With enough ripples, enough waves, an entire shore can be resculptured, just as individuals can also be.  It takes time.  The world can change, however, rarely does it ever overnight.  However, overtime, it does.
