Public Access Rules and Guidelines

We appreciate the interest you have shown in Adelphia Communication's Public Access facility.  The following is information concerning our operating guidelines, studio facility, remote production and editing services and our internship program.

Adelphia's Public Access is a non-commercial television facility designed to allow Glendora, San Dimas and LaVerne residents the opportunity to create programming on a first-come, first-served basis free of charge for production facilities, playback services and airtime usage,

In order to use the facilities, equipment and channel, each access user must first read the attached materials thoroughly, and complete the orientation and training workshops described. Each user will be responsible for the content of his or her programming and any misuse of the facilities or equipment.

Adelphia Access facilities are located at 1041 E. Route 66 in Glendora.  This facility serves residents of Glendora, San Dimas, and LaVerne.  The office phone number is (626) 914-1728.

Residents of LaVerne who desire facilities closer to their home should contact Augustin Avilos, coordinator for LaVerne Community Television.  These facilities are located on the University of LaVerne campus.  Contact (909) 392-2731 for more information.

We strongly suggest that you make an appointment at least 24 hours in advance for any office visit (i.e. tape pick up or drop off, scheduling, etc.) If you do not make an appointment you will be served on a first-come, first-served basis after we serve those with scheduled appointments.  The business office is closed after 6:00 PM weekdays and all day Saturday and Sunday.

I. HOW TO GET STARTED


A.  BECOMING AN ACCESS PRODUCER

1. ORIENTATION MEETING

Potential Public Access producers who wish to utilize either the studio or the remote   production and editing facilities and equipment must first complete the orientation meeting and appropriate training described below. An appointment must be made to attend this meeting which is held quarterly.  Access Operating Guidelines and Policies  are discussed.


2.   ADDITIONAL TRAINING

Producers who have attended the Orientation are eligible to attend additional edit system training. This is generally conducted on a one-on-one basis.


B.  BECOMING A STUDIO INTERN/VOULUNTEER

The Internship Program offers non-paid positions for those interested in behind the scenes aspects of video production.  You DO NOT have to be a producer in order to become an intern.  Adelphia's hands-on Internship Program offers everything from camera operation to directing under the supervision of the Access staff.  This program fulfills most college-level internship requirements.

Individuals not enrolled in an internship for college credit can be involved as a volunteer.  Volunteers are needed to operate camera, audio board, character generator, replay and other video production positions.  Volunteers are called on an as-needed basis.

II.  PUBLIC ACCESS OPERATING GUIDELINES

Adelphia's Public Access facilities are provided free of charge for Glendora, San Dimas or LaVerne residents to produce and cablecast their productions on Adelphia's Access channels.

Access programs must be produced and cablecast in accordance with federal, state and local laws and the operating guidelines set forth in this document.  The Access producer must be sure that if the use of copyrighted material is involved, including music, the appropriate clearances have been obtained.  The producer is responsible for program content and will indemnify and hold Adelphia harmless from all liability arising out of the production, including costs of legal defense arising from the use of the channel.  The Access producer must execute the Application and Statement of Compliance prior to his/her first use of Adelphia's production equipment.

The Access producer has the responsibility to inform all on-camera talent that Access is independently produced programming and that the Access producer in not an employee or representative of Adelphia.

Adelphia reserves the right to interpret and implement these Access Operating Guidelines.  Violation of these guidelines can result in the Access producer's suspension and withdrawal of access to all equipment and services. It is the responsibility of the Access producer to provide current and up-to-date address and phone number information.

A. PRODUCTION
It is the responsibility of the Access producer to adhere to the following guidelines:

1.    NO COMMERCIALISM 

a. No endorsements of any products or services.

b. No mention of prices or soliciting of monetary donations of contributions.

c. No use of the channel, facility or equipment, including sale of production and tapes for profitable gain.

d. No selling or promotion of program time, charging guests of otherwise engaging in profitable use of the studio facility or tapes produced.

e. No mention of seminars, lectures, or consultations for which the viewer will eventually be charged.

f. No mention of commercial activities including but not limited to concert and club dates.                       

2.         NO PROMOTIONS OF LOTTERY INFORMATION.

3.         NO LIBELOUS, SLANDEROUS OR ILLEGAL MATERIAL.

4.         NO OBSCENE MATERIAL  (as defined by the Supreme Court and as is                       
            consistent with community standards)

5. NO MATERIAL THAT INCITES VIOLENT OR HARMFUL  ACTS ON OTHER PERSONS.

6. NO FIDUCIARY RELATIONSHIP MAY EXIST BETWEEN PRODUCERS, HOSTS AND GUESTS.


B.  SPONSORSHIP:  Sponsorship acknowledgement is allowed utilizing the following guidelines:

1. Sponsorship credit must appear at the end of the program, in audio and/or video and may not exceed 15 seconds.  The sponsor's name and city in which the sponsor is located may be displayed.  No phone or address or other description of the sponsor will be permitted.  One sponsor per show is allowed.

2.      Any description or discussion of the sponsors business or function within   
any part of the production will be construed as commercialism and will be in violation of these Operating Guidelines.

3.      Sponsor contributions are for the purpose of underwriting and may not exceed
the cost of production expenses.  Furthermore, sponsor contributions are not to be construed as consideration for any on-air promotion.     

4.        Sponsor's commercial logo, slogan or jingle may not be used during the    
sponsorship credit acknowledgment or during any other part of the program.

5.        Credits at the end of the program that acknowledge contributors to the production (such as "hair by") are considered courtesy credits. Such credits must be evident during the actual production and may be displayed as part of the end credits.  It can only list the entity's name and the city in which it is located, no phones numbers or addresses. Courtesy credits are in addition to sponsorship credits.

C. PUBLICITY

If you want to advertise your program, the Access Manager should be consulted beforehand and provided with a copy of any literature to be used for such purposes, such as newspaper advertising or flyers.

Program listings for Public Access are seen before sign-on, after sign-off and between programs every day.  Adelphia cannot and will not publicize, promote or act as an agent for individual programs, but instead will promote the use of the channel at its sole discretion.

Every effort will be made to cablecast programs as scheduled. However, Adelphia cannot be held responsible for any funds expended on advertising or publicity in the event of a change in scheduling.


D.  VIEWER RESPONSE

Displaying the producer's address, phone number and/or e-mail as part of the end credits for 15 seconds may encourage viewer response.  This response address or phone number may not be that of a commercial business or service, and no business names can be displayed. The only announcement allowed is in the context of "For more information contact:".  Adelphia's address or telephone number cannot be used for this purpose.


E.  CHANNEL SCHEDULING

Adelphia's Public Access in Glendora is on Channel 99, San Dimas and LaVerne's are on Channel 3.  Airtime on the channel is made available 24 hours per day on a first-come, first-served, non-discriminatory basis.

Every effort is made to insure that programs are cablecast at the requested time.  Adelphia will only assign the airtime when a copy of the program has been submitted.

A maximum of one showing per week of first-run programming is allowed per producer including live programming.  Programs are cablecast only once unless the schedule permits an additional airing.

Additional airings are at the sole discretion of Adelphia based on available time and will be scheduled at random with no prior notice to the Access producer.  Adelphia does not offer "regular time slots" for airtime or studio productions.  Notwithstanding the foregoing, Adelphia reserves the right to create and implement scheduling policies and procedures at its sole discretion.

F.  TAPE SUBMISSION

Programs produced outside of Adelphia's Access facility may be submitted for cablecast.
The following guidelines must be observed and followed.

1. Producer must read the Statement of Compliance and fill out a
Public Access Application Form.

2. Video tape must be labeled on the box and the "spine" as well as
the tape itself with producer's name, phone number, title of show,
show number and exact length, and pre-roll time.

3. If tape submission is conducted by mail, Adelphia is not responsible for
the tape or its proper return.  Adelphia will only return tapes at producers'
cost.  For further details on submitting tapes by mail, the Access office must be consulted.

TECHNICAL STANDARDS

Adelphia will not cablecast programs that do not comply with the following technical standards:

Videotape must be a SuperVHS or VHS format. If a tape is submitted with two shows, Adelphia will only play the first show on the tape.

Programs will be monitored for video and audio levels. Additionally, the condition of the tape itself will be considered.

G. DISTRIBUTION OF PROGRAMS

Programs produced by utilizing Adelphia's studio and equipment are intended for cablecast on an Access channel within Adelphia's service area.

Access producers may "bicycle" programs produced at Adelphia's access facility for the purpose of cablecasting on other access stations.

Programs produced through Adelphia's facility cannot be sold to any commercial stations or satellite networks for profit without prior written notice from Adelphia.

Programs produced through Adelphia's facility cannot be sold or mass re-produced for the purpose of distribution for closed circuit viewing such as the video rental or home market business without prior written approval from Adelphia.  Adelphia reserves the right to make and utilize a dub (copy) of any program produced through Adelphia's facility for promotional or media purposes upon notice of the producer.

H. CANCELLATION POLICY

The producer is required to provide a minimum of 48 hours advanced notice of cancellation for reserved studio time, a 24 hour notice of cancellation for the use of the portable equipment and editing suites.  Failure to provide adequate notice of cancellation will result in a cancellation fee.  The cancellation fees are $40.00 for the studio,  $30.00 for remote equipment, and $20.00 for editing suites.  Repeated cancellation may result in suspension of rights to Adelphia's facilities and equipment.

I. PSA PRODUCTION/COMMUNITY BULLETIN BOARD

Upon proof of non-profit status (501C), a non-profit agency may utilize the Access studio, free of charge, to produce a public service announcement in a two-hour studio block.  The community bulletin board is available for written announcements from non-profit agencies announcing free community events and services only.  For details consult the Access office.

J. TERMS OF PAYMENT

Payments can be made in check or cash only.  There will be a $20.00 service charge for any returned check and any further use of the facilities will be withheld until the account has been paid in full within a reasonable time and not exceeding thirty calendar days.

K. WITHDRAWL OF PUBLIC ACCESS SERVICES

Any Access producer who violates any portion of the Operating Guidelines will receive one verbal and then two written notices.  If such notices prove to be ineffective, Adelphia reserves the right to remove all access, use, and involvement with the Access facilities and equipment from such producer.

III. STUDIO OPERATION AND GUIDELINES

Use of Adelphia's Access studio is provided on a first-come, first-served, non-discriminatory basis.  There are no "regular time slots" for the use of the studio.  The studio time is scheduled on a two-hour block basis for each program at any given time.

Please give the Access office at least 48 hours advanced notice whenever you need to cancel.  Failure to do so may result in production charges for unused time as well as possible withdrawal of access services.

Productions are taped Monday through Friday from 9:00 AM to 7:00 PM.  These times are subject to change without notice. 

The Access staff overseeing the production is available for consultation and will at all times make a good faith effort to assist you in maximizing the success of your production. It is the responsibility of the producer to work within the technical capabilities of the facility and to modify all production requirements accordingly prior to commencement of production.  The producer must be present before any production begins.

It is the responsibility of the Access producer to communicate clearly to the production coordinator what is desired in the program before the production time commences.  The producer must provide the staff with a run-down sheet that indicates the sequences and timing of program elements and a list of all credits.

Productions that create excessive noise (e.g. live bands) or disrupt other activities in the building will be scheduled at the sole discretion of the Adelphia staff and management.

It is recommended that persons appearing before the cameras do not wear white or red clothing or large reflective jewelry as these will adversely affect lighting & contrast.

Access producers may provide their own videotape.  You may purchase blank, new videotapes from Adelphia if you wish (see Rate Schedule).  Otherwise, the program will be recorded on Adelphia's own stock, which is erased and recycled after cablecast.

A.  LIVE PRODUCTIONS

Live programming is available on a limited basis.  Live "call-in" is also available if desired.   An Adelphia certified producer must produce at least one taped production before scheduling a live production. 

Set-up must be simple and restricted to what can be managed within one-half hour.  Producers must provide a run-down sheet outlining any breaks, videotape roll-ins, graphics, or any other specific needs.  This run-down sheet must be provided at least 24-hours in advance of production. 

B.  STUDIO EQUIPMENT

1. Three Sony 327 color cameras are available.  The cameras are mounted on fluid head tripods with dollies.

2. The audio mixer is equipped for up to six microphones at a time

3. Music and sound effects can be incorporated into the production if provided at the time of taping on CD.

4. Lighting is provided by a variety of light instruments attached to a grid that is 12' high and controlled through a 24 channel lighting board.

5. One Super VHS deck is used to record programs.  One Super VHS deck is available for pre-recorded roll-ins.

6. The video switcher is capable of dissolves, split screens, keying, playing pre-recorded footage, a variety of wipes, color backgrounds and borders.

7. A character generator with a variety of fonts and colors is available for program opening and closings.

8. A teleprompter with monitor is available.

C.  USE OF THE STUDIO AND HOUSE RULES

Producer cooperation and courtesy is a MUST in insuring a successful production.

No food or drinks are to be consumed in the studio, control or edit rooms.  It is allowed to have coffee, water, etc. used on a set during production, or when the show features food preparation.  All such items are to be provided by the Public Access producer.  NO ALCOHOL OR DRUGS ARE ALLOWED ON THE PREMISES.

Producers are responsible for the conduct of their guests.  The producer is to inform all guests, hosts and talent of the Access Operating Guidelines before the production.  All questions should be directed to the producers.


IV. REMOTE EQUIPMENT AND EDITING

Adelphia provides remote production packages (SuperVHS) and editing bays on a first-come, first-served, non-discriminatory basis.  The use of such equipment is reserved for Adelphia certified producers with a bona fide Access program proposal.  All use of the equipment and footage videotaped is subject to review by Adelphia management to insure compliance with the Operating Guidelines.

Producers utilizing this equipment must be at least eighteen years of age.  Persons under the age of 18 may use the studio and equipment under the supervision of a parent or guardian.

A. REMOTE EQUIPMENT

Certified producers may utilize the remote equipment packages on a per project basis.  Packages are available on a first-come, first-served basis.  The package consists of:

One AG456U Panasonic SuperVHS Camera, one Bogen fluid head
tripod, one microphone (hand held or lavaliere), AC power adapter,
and batteries. Lights are available upon requests.

Equipment may be checked out and returned after use only between the hours of
9:00 AM and 6:00 PM Monday through Friday. 

The Access producer is responsible for any loss or damage to the equipment due to negligence by the user and must sign the "Portable Equipment Request/Agreement" at time of check out.  Adelphia reserves the right to deny use of any and all equipment and facilities if said use endangers the equipment or otherwise violates Operating Guidelines.

The producer must complete a current project (provide an edited master) before equipment for another project may be checked out.  All projects/programs must be completed within sixty days from the first check out unless otherwise approved by Adelphia's management.


B. EDITING

A non-linear edit bay is available to qualified producers. The editing bays are available Monday through Friday 9:00AM to 7:00PM.  These times are subject to change without notice.

All finished programs are pre-screened to insure compliance with Access Guidelines and must be aired on the Access channel either as an independent production or as a roll-in segment to be incorporated into an access program.
