What were the basic components of Hamilton's Financial Plan?

One of the immediate problems facing the new nation was the organizing of the nation's finances. This job fell to the new Secretary of the Treasury, Alexander Hamilton. There were three basic components to this plan: payment of debts, taxes, and the creation of the National Bank.

Para. 1

1 Payment of Debts - According to the Constitution, the new government assumed responsibility for all debts incurred by the central government during the Revolutionary War and Confederation periods. These debts would include domestic (government bonds and certificates), foreign (loans from allies), and state debts incurred from fighting the Revolutionary War.

2.Nobody disagreed with paying off the foreign debts, but there were disagreements about paying of domestic and state debts. Many people opposed paying off bonds at face value to speculators that purchased the bonds when the value had depreciated considerably.

3 As for state debts, the south opposed this because they had allready paid off their debts and did not feel the federal government should pay off the debts of the northern states. Hamilton got these proposals passed by arguing that they were essential to firmly establish the credit of the US at home and abroad. Also, he promised to support the establishment of the nation's permanent capitol in the south - on the banks of the Patomic River between Maryland and Virginia.

1 .Taxes - in order to pay the above debts, Hamilton proposed an excise tax on various commodities, most notably, distilled liquors. Congress passed this Whiskey Tax, but there was severe opposition to it. The tax in effect took away the profits on whiskey that the western farmers had been making.

2.When farmers in Pennsylvania put up armed resistance, Hamilton convinced Washington to send 15,000 troops to crush the Whiskey Rebellion. This action clearly demonstrated the power and resolve o fthe new government.

1.National Bank - In order to facilitate the collection of money, the payment of debts, and other financial transactions of the nation, Hamilton argued for the chartering of a National Bank.

2 .The problem here was that the Constitution did not expressly give the federal government the power or authority to do this. Hamilton utilized the 'elastic clause' and argued that the bank was 'necessary and proper' for carrying out the delegated powers of coining money and regulating the value thereof. Washington accepted Hamilton's 'loose interpretation' and he signed the bill chartering the bank.

Summary

The end result of Hamilton's financial plan was that the bitter struggle over financial matters resulted in the formation of two separate political parties: Federalists and Democratic-Republicans.

Thesis: The events of French Revolution left America people with their political and social life with a little depression, causing upheaval with other lands, stimulated the formations of two political camps; Federalists, and Democratic-Republicans

Hamilton’s Federalists

  1. They were fearing change, and reform, that made Jeffersonian people glad
  2. They were very religious, God fearing people, and were highly mad when the church was attacked
  3. The Federalists approval of the early Revolution turned, almost that same night, was a heated opposition

Jefferson’s Democratic-Republicans

  1. Jeffersonian became afraid when the church was attack
  2. With Jefferson on their side the people felt like they couldn’t go under

With the Federalists, they both knew foreign policy issues came between them

Alexander Hamilton’s financial success created political liabilities, resentment against revenue raising and centralizing policies, and the building of an organized opposition.

*Hamilton and Jefferson’s feud developed into a political rivalry.

*The notion of a formal political party apparatus was only a novelty in the 1790s and

when Jefferson and Madison first organized their opposition to the Hamilton program,

they confined their activities to Congress and did not anticipate creating a long-lived

and popular party.

*As their antagonism to Hamilton stiffened, and as the amazingly boisterous and widely

read newspapers of the day spread their political message, and Hamilton’s, among the

people, primitive semblances of political parties began to emerge.
