The Citadel was built to allow each house and the Free Spirits a place to enter the new city. Free Spirits (FrS) enter Threshold while those that belong to a house may enter their respective houses or Threshold. Since only one dreamer at a time may occupy the old city now, clashes between rival house members can not happen here. The old city remains, to teach new dreamers and as a shrine to those that fell long ago. If you listen you may be able to hear the faint echo of dreamers past.
