Project Description

My IAL project would be to create a manual documenting the baseline Configuration Management processes for the I-3 project at Center Wide Management. This will include the specific procedures required to complete the processes.  The manual will be broken down into sections based on the following categories: general Configuration Management, I-3 specific, VLCCB, and distribution.

Currently our code is working on two specific Center wide goals: Capability Maturity Model Integration (CMMI) and High Performance Organization (HPO) certifications.  By creating this manual we will be able to move toward these two goals by having documented, repeatable procures.  This project will also allow me to have a reference for cross training other employees.

I am interested in this project because it will enable our department to formalize our procedures, it will increase productivity by making cross training and back up work more timely, and finally it will be a key factor in the center wide goals for certifications.

The stakeholders involved in this project are myself as the I-3 Configuration Management representative; the I-3 Engineers as their ability to receive consistent and constant support will increase, the Configuration Management team leaders who will have security in that anyone would be able to use the manual to answer questions or complete require duties, and the Center as a whole as this will play a key in our receiving certification in both Capability Maturity Model Integration (CMMI) and High Performance Organization (HPO).

Feasibility

The following feasibility assessment was performed to determine the viability of my project as follows:

1.  Need for documented Configuration Management procedures

2.  Need for documented I-3 procedures

3.  Requirements for Capability Maturity Model Integration (CMMI)

4.  Requirements for High Performance Organization (HPO)

5.  I-3 Configuration Management Delivery Schedule

Objectives

My learning objectives in producing my IAL Project are to:

1. Utilize the many different areas of project management that I have covered during

my degree program into a single, cohesive action plan

2. Apply the skills that I have learned within the classroom in a real world

    situation

3. Increase my self confidence in my knowledge and ability to create and manage a

   project to completion

My project objectives in producing my IAL Project are to:

1. Provide detailed and reproducible procedures for I-3 Configuration Management

2. Streamline I-3 Configuration Management procedures for higher efficiency rate

3. Obtain a level of documentation and presentation that will be meet the requirements for

    center wide certification

Risk Significance and Potential Solution

Time

Significance: If we have incoming or outgoing deliveries of segments and documentation the manual project will have to be put on hold

Solution(s): A survey was conducted of all developers, engineers, and customers to ensure that there are no potential redeliveries in the works right now. The next scheduled delivery is a full build due to me at the end of June 2006.

Quality Check

Significance: Before being able to consider this project completed the manual will need to have a quality check for both the technical aspect and from a writing aspect.

Solution(s): I have made arrangements for both a primary and a back up for quality review of the manual.  I will be handing off sections for review as they are completed.  Then when the entire manual is done it will be a quick review for sign off.

Contingency Plan

My contingency plan focuses on the two highest risk areas of my project:

1.       Time – specifically not available due to deliveries and testing

2.       Quality Check – specifically the Resources for Quality Check on Manual

Efforts to offset these risks are in place. However, if for some reason my project does not appear to be developing successfully regardless of the efforts made, I would present reasons why I am unable to proceed with the project as planned. Appropriate redirection of the plan would take place upon instructor and/or stakeholder approval and the new direction would be discussed in the final project report. Redirection might be to permit the [analysis, testing, presentation, or other] phase(s) of my project to constitute my project in its entirety. The outstanding phase(s) [e.g., implementation] of my project would in such case be completed outside the scope of the capstone project. Upon approval, such redirection would represent my project in its entirety.

I performed the following literature review concerning the value in producing my project:

This article focuses on the similarities between CMMI certification and Six Sigma. I found that this article will be helpful to show the advantage of obtaining standard certifications, such as CMMI.  It illustrates the fact that a manual, such as I will be creating, is the representative of the foundation of reproducible and documented procedures.  These procedures act as tools for communication, training, and to ensure that there is a standard process.   With a standard process you have more control over quality. The article shows that industry certification is vital to being competitive in today’s technology based world.

This handbook is very important to my project as it shows what criteria I will need to make sure my manual meets in order to pass a CMMI audit.  The history of why CMMI certification is very important to my project.  It explains how the standard were created and why they are necessary.  The standard will help to build your team and the quality of their work as we are all on the same page.  They will also help to prevent miscommunication or the ability for someone to not know something as simple as what our requirements for a delivery are.  The ability to reference documented procedures will reduce the amount of mistakes.  Another important reason to complete my project is that it will be easier to set standards for the other codes and contract firms that we work with to have the same documentation.

Internet Review

  1. The CMMI Concept posted on informit.com 28 May 2004

      http://www.informit.com/articles/article.asp?p=169102&rl=1

This article is an excerpt from the book CMMI Distrilled: A Practical Introduction to Integrated Process Improvement by Dennis M. Ahern, Aaron Clouse, and Richard Turner and published by Addison Wesley Professional.  Although this is an older article it is the perfect place to start for an understanding of the purposed and levels of CMMI.  This is an excellent example of the benefits that companies who are already CMMI certified have achieved.  The fact that many CMMI companies will only work with other companies that hold the same certification will have similar business strategies.  This again illustrates how the documentation of procedures will increase the level of quality while reducing the amount of risk.
