Actually the way I did snow for Eylau was very primitive so I'll give you two methods.

Easy method:

I went into Eastern Front and made a large "snow" field.  Then I took a "screen grab" of a big field (about 640 x 480 pixels), this snow pattern I referred to as "snow 0."  Using the techniques described by John Pumphrey on how to make three dimensional maps, I used a function of PaintShop Pro called "fill pattern."  In this you ouline the area you want to fill and provide a bitmap to fill the area.  I used "snow0" as that bitmap.  As I wanted different elevations to have different appearances,  I used another function of PSP called "replace color" where I progressively added more white.  I ended up with snow0 through snow10 each slightly lighter than the former.  I then used the fill pattern to do different elevations.

Another method (one I really used), was to grab snow picture, make different elevations using the color replace function, then cut and pasted sections onto the grid outline.  This took forever, then I used the "clone paint" function to cover the edges.
