Rules & Regulations Article I -- Owners Meeting and Owner Fees All franchise owners shall assemble at an agreed upon time and place for the annual draft. This date shall officially mark the beginning of the season. The current owner's fee is $200. Article II -- Division Setup & Comissioner duties There will be 2 conferences in the GCFFL. Each conference will have a equal number of teams in it. Commissioner is responsible for all transactions (trades, IR waivers, free waivers, regular waivers as outilined in Article VIII- IX ), treasury (owner fees, transaction fees), bookkeeping (team rosters, league standings, schedules, and recording each team's scores each week), weekly updates (on the web-site), and weekly rosters (starter's for each week). Article III -- Roster Limits and Draft Rules Each franchise will have 14 players on its team, form the following categories: 2-Quarterbacks, 4-Running Backs, 5-Wide Receivers/Tight Ends, 1-Kicker, 1-Defense/Special Teams, and 1-Flex Player (any category). Note: Defense/Special Team is one player. The following rules will govern how players are selected during draft day: Each frachise shall draft 14 players during draft day. Each team is allowed to protect 2 players for the same price from the previous year, meaning that they may not be drafted by another team. If there are not 2 players that a franchise does not choose to protect, that franchise will receive another draft choice. Draft Day will go as follows: Order of Draft - A draw out of the hat determines order of auction & division teams. (Ex. 12 teams - 1-6 Division I, 7-12 Division II) Protection Round - Each franchise will announce up to 2 "keepers" for that year. Any player may be "kept" for 1 year at the previous year's price. If the player was a "keeper" the previous year (on any team), the player must return to the auction pool. However, if a franchise wants to retain the "keeper" for a 2nd year, it must be 1) announced as a "keeper" & 2) put up for bid. After the bidding process, the franchise that claimed the "keeper" may take the "keeper" at the last bid price or release the "keeper" to the highest bidder. Draft Process - It will be an auction draft with money left from $150 less dollars spent in protection round. Article IV -- Starting Lineups During the season, each franchise will start a team each week with 8 players and adhere to the following roster minimums. 1 - QB, 2 - RB, 3 - WR/TE, 1 - K, 1 - Def/ST Article V -- Lineup Submission Deadlines Lineups must be submitted before the game in which your player in action. If lineup is not submitted, the previous weeks lineup will be used. Article VI -- Scoring Teams score when their starting players score in NFL games. The scoring site used is NFL.com and the commissioner is responsible for calculating each team's score. Scores should be calculated by Wed. AM. Scoring will be calculated as follows: Offense -- TD (Rushing, Receiving) - 6 pts., TD pass thrown (any player) - 3 pts., passing yds - .05 pt per yd, rushing/receiving yds - .10 per yd, Feild Goals - 3 pts, PAT's - 1 pt, 2 pt conversion - 2 pts, pass thrown for 2 pt - 1 pt Defensive scoring -- TD - 6 pts, Shutout - 12 pts, no TD game - 6 pts, 1 TD allowed - 3 pts, safety - 2 pts, Sacks - 1 pt, Turnovers - 2 pts. Note: If your Defense gives up no points but the other team scores against your Def teams offense (ie. a fumble return for a TD) this does not count against your Def. However, a punt return against your Special Team does count against your Def/ST since your Punt/Kickoff teams constitute a Special Team. Offensive players who also return punt or kick may score points for their teams as does the Def/ST unit to which that player belongs. Article VII -- Regular Season Ties For regular season games, there shall be no tie-breakers. If 2 opposing teams score the same amount of points, then the game shall be declared a tie. Article VIII -- Free Agent Rules All players not drafted are considered free agents. Franchise owners may from time to time have players injured & unable to play. A player may put a player on IR at anytime when either a) the player's NFL team puts that player on IR (NFL rules prvide that any player placed on IR os ineligible for the remainder of the season), or b) anytime after the player's NFL team has listed that player as "Out" for at least 1 week. In either of these events, you may put that player on IR and acquire another NFL player not already on a GCFFL roster. But, when the original player is no longer listed as "Out", the franchise must release either the original player ofr his replacement. Fees for IR moves are $15. Another option is to simply "waive" the player and replace him. If a franchise waives a player, the franchise gives up all rights to that player immediately. Each franchise is allowed 2 of these regular waivers. In addition, there are 2 "Free Waivers" that can be used after NFL Week 4 and NFL Week 10. These a free only to the extent that they do not count against your 2 regular waivers. All waivers (regular & "free") cost $10. Free Waivers are chosen on the basis of record at the time of the free waiver. Worst record chooses 1st, best record chooses last. These free waivers cannot be used before the appointed time, however, they may used at a later date. Kickers and Def/ST are not included in the waiver rules and can be changed as often as the owner wants to pay the $10 fee. There is also what is known as a "Bradley Waiver" that can be used at any time and costs the same as any waiver. Article IX -- Trades Trades may be made at any time until the trade deadline, which is after NFL Week 12. To be completed, a trade must be reported by both teams to the commissioner. Regardless the number of players involved in the trade, trades cost both franchises $5. Trades may be made right up until the first game of the week and be reflected in that weeks scoring. Each owner is responsible for making fair trades. Article X -- Bank Week The season begins in week 2 of the NFL season. Week 1 is "Bank Week". Each team submits a starting lineup. There is no head-to-head matchup in week 1. The points accumulated by a teams starters are "banked" for use in that particular player's "Bye Week". The franchise can use these points during that players "bye week" or substitute another player. Article XI -- Playoffs Teams in the playoffs must meet to redraft their team, using players from NFL playoff teams. Points in the playoffs are cumulative through the Super Bowl and all 14 players are used every week as long as that players team is in the playoffs. The same rosters requirements as the regular season apply. Each playoff franchise may "keep" up to 4 players from that franchise's regular season roster. Draft procedures are the same. The team with the most points after the Super Bowl will be the Champion. The 2 Division champions will make the playoffs, as well as 2 Wildcard teams. The wildcard teams may come from the same division. See tiebreaker tab for tiebreaker rules for getting in the playoffs. All monies collected will be distibuted. Each division champ will receive 25%, each wildcard teams 10%. The playoff breakdown is as follows: 1st - 12.5%, 2nd - 10%, 3rd - 5%, 4th - 2.5%. Article XII -- Official Statistics Source NFL. com is the official source. Article XIII -- Rule Changes Rule changes may be made in the off-season before the draft. A 2/3's vote is required to change a rule. Rule changes usually wait 1 year before coming into effect. Article XIV -- Scoring Discrepancies Any scoring discrepancies should be reported before the next week NFL games. After 1 week all scores stand Article XV -- Schedule The schedule is determined before the draft and will be determined by draw before the draft. Article XVI -- If a loophole is found not covered by a current rule during the course of a season, The Commissioner shall have the authority to rule as he sees fit and follow through to keep the integrity of the league. Then, a rule change may be addressed at the next draft. Have fun! |
