Or one smart little kid. It depends on what episodes of Fushigi Yuugi you have seen. The real Chiriko's power is knowledge. He was the last seishi to be found, appearing when they needed him most (and pretty much the only time they did need him in the anime).

At just thirteen years-old, Chiriko saved Miaka and her seishi from almost certain death at the hands (or should I lips ^_~) of Amiboshi. He apologized for coming so late, but he was studying for civil service exams. (This is a cute, funny scene no less.)
