Rev. Dave Manley, a minister from Consul, appeared at the Legislative Building Monday where he handed over his certificate to issue marriage licences and declared he will no longer act as an agent of the province of Saskatchewan. Manley's announcement was made in response to a court ruling Friday that stated the traditional definition of marriage was unconstitutional. "This is a very emotional day for me," said Manley, who has been a minister for 22 years. "I believe that what I am doing is the right decision for me." ******* Manley said he will continue to perform marriage ceremonies, but will no longer have the legal authority to issue marriage licences. He said the reason for his decision was based on his personal theological beliefs and is not an attack on the gay and lesbian community. "In my mind, God's word defines marriage, not the provincial government," he said. "I'm just not comfortable acting as an agent of the province with that definition." While he has no problem with gay and lesbian couples receiving the same legal rights allotted to married men and women, he said the government should have separated the issues of marriage and civil rights, leaving the traditional definition of marriage as it was. Manley, who appeared with his wife and son at his side, said he was disappointed in the lack of protest to the ruling. "I think we live in a country where people are afraid to take stands anymore," he said, noting his desire to be a role model for his son led him to stand up for his beliefs. ******* Premier Lorne Calvert said he respects Manley's decision. "It needs to be very, very clear that the ruling of the courts does not impose on any religious traditions or any member of the clergy of the requirement to perform same-sex marriages," he said. While the Saskatchewan government has indicated that religious organizations will retain the option of whether or not they perform same-sex marriages, the province's marriage commissioners will be legally obligated to issue marriage licenses to gay and lesbian couples. Calvert said, as a legal matter, the definition of marriage should be left up to national Parliament and not a collection of provincial legislators. ******* Regina Wascana MP Ralph Goodale said the ruling by Saskatchewan's court is consistent with several rulings across Canada. He said the federal government is waiting to hear the Supreme Court of Canada's ruling before proposing legislation on the issue. "We have bundled together the critical issues and put those questions to the Supreme Court of Canada, so we can get the opinion of the highest court in the land and therefore draft the legislation," he said. ************************************************************************************************************************
