It was also discovered that UNICEF has funded programs that may have included abortion services. UNICEF funded a program run by the Population Council, the group that holds the US patent for the abortion pill RU-486. Goals of the program included �improving�reproductive health services� and �managing unwanted pregnancies.� Both of these phrases are commonly used by international pro-abortion advocates as euphemisms for abortion. UNICEF has also funded a South African organization that, on its website, encouraged adolescent girls to get abortions, even providing them with the toll free telephone number for an abortion clinic. ******* The report recounts how UNICEF abandoned its traditional approach to sexual education, training in abstinence and fidelity, and replaced it with graphic sexual education programs coupled with condom distribution. It is now official UNICEF policy to �Promote and expand access to�sexual and reproductive health services, including access to condoms.� At a June, 2003 meeting, a high-ranking UNICEF official even called for UNICEF �to make condoms available and accessible for everybody, everywhere and at all times�. Abstinence is simply not a realistic option for most young people in the world today.� ******* Radical feminism has played a role in transforming UNICEF�s educational programming. UNICEF now seeks to boost girls� school enrollment, calling this endeavor its first priority, without any mention of boys� enrollment. And this is true even for regions such as Latin America and the Caribbean, where UNICEF acknowledges that girls� enrollment is higher than boys�. ******* The paper concludes with a number of tangible recommendations to reform UNICEF so that its massive amount of good works, like worldwide vaccination drives, will not become further overshadowed by controversy. ******* The report is already causing reverberations inside UNICEF. It has been reported to the Friday Fax that the White Paper has been the topic of many senior staff meetings at UNICEF headquarters in New York. A copy was made available this week to the US State Department where it said to be causing concern, as the US is the largest funder of the agency. As in previous years, collecting money for pro-life groups and/or inserting explanatory notes into Halloween boxes have been suggested as an alternative. ******* Last May, pro-life leaders reacted with optimism when former U.S. Agriculture Secretary Ann Veneman replaced Carol Bellamy, a radical pro-abortion activist, as UNICEF Executive Director. When Veneman, at the press conference introducing her in her new capacity, was asked specifically about the reproductive health (read abortion) agenda which had become a hallmark of UNICEF under Bellamy, Veneman responded, "I don't come with any agenda with regard to those or any other social issues. I come with an agenda of helping children, particularly in the areas of education and health and to address the issues of hunger and malnutrition. I don't believe that these issues are relevant to the missions of UNICEF." That negative reputation continues to harm the organization despite some changes in the right direction this year. UNICEF has been implicated in population control and "family planning" measures for many years as thoroughly documented in Winnifred Prestwich's 1993 pamphlet UNICEF Guilty as charged. The organization descended even further in 1995 when Carol Bellamy a radical pro-abortion activist became the executive director of the organization, a post she held till April 2005. From her elevated position, Bellamy turned UNICEF into a more direct force behind the promotion of abortion and abortifacient contraceptives working hand in hand with the notorious UN Population Fund (UNFPA) in such activities. The release noted that UNICEF had "begun to divert some of its already scarce economic and human resources from the care of the most basic needs of children" to abortion supporting activities. Horton charged the UN agency has given priority to so-called children's rights, over its primary mandate - to save the lives of children through improved health initiatives. "It is widely, if regrettably, accepted that UNICEF has lost its way during Carol Bellamy's long term of office," wrote Horton, adding, "she has failed to address the essential health needs of children." Jim Hughes, Vice President of the International Right to Life Federation told LifeSiteNews.com, "I'm glad to see that UNICEF has changed its central leadership from the radical pro-abortion Carol Bellamy who degraded the foundation to an anti-child group. However, it seems pro-abortion advocates appointed to head UNICEF's international offices under Bellamy's lead continue to exert their anti-life influences and thus render UNICEF unworthy of support from pro-lifers" ******* A case in point is UNICEF New Zealand, which is currently headed by Dennis McKinlay. Last October, UNICEF lobbied New Zealand parliamentarians against a proposal requiring parental notification for abortions.
