The European Parliament has announced they have created an office to investigate American pro-life groups that criticize th United Nations Family Planning Association (UNFPA). I am delirious to report that they are opening this office because of the work of C-FAM (see report below). ******* The opening of this new office was the direct result of the work of one man, Douglas A. Sylva, who wrote a very important new White Paper on UNFPA. Doug presented the White Paper to the US Congress, the British Parliament and the European Parliament. The report has caused a literal earthquake in the European Parliament. ******* Doug came to us two years ago. He has a ph.d from Columbia University and used to write book reviews for the New York Times. And he is one of us. Doug has literally taken C-FAM to a whole new level. He is VITAL to C-FAM'S work protecting life, faith and family at the UN. ________________________________________________________________________ ____ FRIDAY FAX ******* May 30, 2003 ******* Volume 6, Number 23 ******* EU opens office to counter US pro-life groups, including C-FAM ******* The European Union has established a special office of the European Commission to combat US pro-life groups --- including the Catholic Family and Human Rights Institute and the International Organizations Research Group --- which EU officials believe have become too influential within the European Parliament. ******* In an internal memo obtained by the Friday Fax, Poul Nielson, European Commissioner for Overseas Development and Humanitarian Aid, deplored the efforts of this "small group of extremists." Nielson continued, "The US anti-choice groups are powerful, well-funded and determined. They hold extreme views on religion and sexuality. Several of the US groups (Catholic Family and Human Rights Institute, International Organizations Research Group, Population Research Institute) have opened branches or have affiliates in Europe." [International Organizations Research Group is the research arm of C-FAM.] ******* The European Union will now monitor and respond to these groups. According to Nielson, "Within the Commission, we need to be aware and alert for new campaigns to undermine the work of the EC [European Commission] and its partners in addressing reproductive health and we need to respond swiftly. A focal point to gather information and to coordinate a coherent rebuttal.has been established." There was no immediate information on the location of this "focal point," or how much EU money would be spent on the project. ******* Nielson justifies this seemingly unprecedented move to spend public funds to counter lawful political advocacy by citing the success of these groups. For instance, Nielson believes that "the shift in US policy," specifically the US decision to defund the UN Population Fund (UNFPA) because of its support for coercive abortion in China, is the result of "effective lobbying" by these "anti-choice groups" who, "under the present US administration," have gained "legitimacy and credibility." ******* Now, Nielson worries that the groups have struck a chord with EU politicians. In the memo, Nielson describes a growing European movement against UNFPA, said, "The stealth and speed at which this campaign was mobilized was remarkable." Nielson also worries that the groups may be convincing MEPs to interfere with the expansion of European support for abortion in the developing world, saying, "Several amendments.sought to ban abortion and sterilization from being included in the regulation [on reproductive health]. This time the amendments to ban abortion were rejected but 181 MEPs voted to accept them." ******* According to Peter Smith, a lobbyist for the London-based Society for the Protection of Unborn Children (SPUC), the EU initiative is in direct response to a C-FAM/IORG White Paper on UNFPA, which was presented by C-FAM Vice-President Douglas A. Sylva to the European Parliament in January. "I have taken quite a few of my American colleagues to Parliament," he says, "But this trip was most memorable. The White Paper on UNFPA has stirred up a hornets nest in the European Commission." ******* In a press release, Irish MEP Dana Scallon called Nielson's actions "an insult to democracy" and an example of "Big Brother." The anti-Christian left grows and grows. ******* Spread the word. ******* Yours sincerely, Austin Ruse, President ******* FRIDAY FAX ******* November 5, 2004, Volume 7, Number 46 ******* Rocco Buttiglione, a devout Catholic and close friend of the Pope, withdrew his nomination for a prominent EU position last week after left-leaning members of the European Parliament (MEPs) refused to approve his candidacy. The MEPs indicated they would not approve Buttiglione's candidacy after he testified in confirmation hearings that he believed homosexual activity to be a "sin" and that the purpose of marriage was "to allow women to have children and to have the protection of a male." ******* Buttiglione was nominated by the Italian government to be EU Commissioner for Freedom, Justice and Security, a powerful position on the executive body of the European Union. Current Italy's Minister of European Affairs, Buttiglione is a close friend and advisor to Pope John Paul II. He has also authored an authoritative intellectual biography on the Pope. ******* In hearings before the EP, which must approve the Commission, Buttiglione explained that although he believed homosexual activity to be sinful, this belief would not affect his shaping of EU policy. He stated that homosexuality was a private matter and that "nobody can be discriminated against on the basis of sexual orientation." However, Socialist and Green MEPs refused to approve the Commission, citing concerns that Buttiglione would be biased and would fail to protect homosexuals from discrimination. ******* His government stood by Buttiglione despite heavy criticism, but after pressure from several other European heads of state and from the incoming Commission President, who stated that he wanted to "see the back of Buttiglione once and for all," Italian Prime Minister Silvio Berlusconi admitted that Buttiglione would likely be replaced. ******* The campaign against Buttiglione exposed an emerging anti-Christian sentiment in Europe, previously evidenced by the resistance of European leaders to a reference to Europe's Christian roots in the nascent European Constitution. Francesco Cardinal Pompedda, retired prefect of the tribunal of the Vatican's Apostolic Signature, said that the Buttiglione crisis demonstrated an "excess of secularism" in Europe. ******* Robert Royal, President of the Faith & Reason Institute in Washington, D.C., stated that the Buttiglione crisis was a "bellweather" of Europe's political climate. "Can a believing, loyal Catholic be allowed to serve in a high post in the European Union, or will their true Catholicism automatically disqualify them from occupying major leadership posts?" ******* Royal pointed out that Buttiglione, whom he personally knows as a "blindingly intelligent philosopher," merely stated his personal views on homosexuality but "he didn't say that he would discriminate" against homosexuals. Nonetheless, "that wasn't enough" for the MEPs. We have many very good friends there and our hearts are with you. ******* Spread the word. ******* Yours sincerely, Austin Ruse, President ******* Action item: Pray today and every day that Europeans regain the will to live and that they will regain that largeness of heart that welcomes babies into the world. _______________________________________________________________________________ FRIDAY FAX, August 24, 2004, Volume 7, Number 35 ******* US Will Continue to Grow While Rest of World Shrinks, Says Report ******* A report released this week by the Population Reference Bureau (PRB) claims that almost all of the developed world will face serious and sustained population decline over the next five decades except for the United States, where an above-replacement fertility rate and immigration will account for continued population growth. ******* According to the report, entitled � 2004 World Population Data Sheet,� �The United States is one of few countries in the world whose fertility rate is not falling.� In fact, �Among the developed countries, only the United States is likely to see significant growth� in population. The report predicts that the US population will grow from its current 294 million to a level of 420 million by 2050. ******* In contrast, Europe is facing fertility rates that fall well below replacement level, which is measured in industrialized societies at about two children per woman. �In Europe, the average falls far short of two children. Such low rates will ensure population decline and, in many European countries, the annual number of births is [already] less than the number of deaths.� ******* It appears that the regions of Southern and Eastern Europe will face the most severe population decline. Both regions now have an average fertility of 1.3 children per woman. Northern Europe averages 1.4 children per woman, while Western Europe fairs slightly better at 1.6 children per woman. ******* PRB projects that because of such low fertility, most Eastern European nations will shrink by about a quarter of their population size. Bulgaria will contract about 40 percent, from a current population of 7.8 million to 4.8 million by 2050. A number of Southern European countries, including Italy, Portugal and Greece are expected to lose at least 10 percent of their current populations. ******* Such decline is all but inevitable, because these countries already possess too few young people in proportion to older people. �In the more developed countries, very low proportions of youth and high proportions of older people are significant factors in the coming population decline,� the report concludes. For Europe, there are now only slightly more people under the age of 15 than over the age of 65, a problem that is even worse in Asian countries such as Japan. The report claims that, in Japan, �only 14 percent of the population is below age 15, while 19 percent is above age 65.� These trends mean that the Japanese population is due to contract by 21 percent over the next 50 years. ******* PRB claims that �the PRB name stands for reliable information in the service of the health and well-being of the world�s people.� However, the report exhibits more concern over stanching population growth in the developing world than in addressing population decline in the developed world. A new report from the Commission raises this alarm and says Europeans must be encouraged to have more children. Even so, the European Union is increasingly concerned that this robust number will shrink as European's continue to demonstrate a deep-seated aversion to child-bearing. ******* In a report released last week, the European Commission warns that Europe is facing "unprecedented demographic change" because "Europeans have a fertility rate which is insufficient to replace the population." The report suggests that a "return to demographic growth" should be an "essential" priority for Europe, and that governments should encourage higher birth rates by strengthening families. ******* The report, titled "Confronting demographic change: a new solidarity between the generations," raises the alarm that "the fertility rate everywhere is below the threshold needed to renew the population (around 2.1 children per woman), and has even fallen below 1.5 children per woman in many Member States, and to "less than 1.3 children per woman in certain southern and eastern European countries." ******* The report states that "young people are becoming a rare...resource" as Europe's "total working age population (15-64 years)" is "due to fall by 20.8 million" by 2030. The ratio of persons outside working age to those of working age will rise from 49% to 66% by that time. ******* The report finds that the population is declining despite the fact that "Europeans would like to have more children." According to surveys, "the number of children Europeans would like [is] (2.3) and the number they actually have [is] (1.5)." The population is thus falling partly because families "do not find the environment in which they live conducive to child bearing." ******* The report advises that "families must be further encouraged by public policies that allow women and men to reconcile family life and work." Among the suggested policies are "family benefits" and "parental leave," as well as access to affordable housing. ******* The report warns of the economic consequences of Europe's declining population, stating that "never in history has there been economic growth without population growth." According to the report, "ageing could cause potential annual growth in GNP in Europe to fall from 2-2.25% today to 1.25% in 2040." ******* The report thus suggests that "ever larger migrant flows may be needed to meet the need for labour and safeguard Europe's prosperity." Already "[i]n many countries, immigration has become vital" to ensure population growth. Immigration is responsible for the predicted slight rise of 11.5 million in Europe's overall population by 2035, although the total will drop thereafter. ******* The report also advises that "the retirement age will have to continue to rise," and "employment participation will have to increase," so that both people under 15 years and those over 64 will be integrated into the labor market. It is galling in the extreme to know that my taxes, some of which are used to fund the commission, will go to employing people whose job could be to refute the good-quality material which I give to MEPs on matters such as abortion. ******* Not only do pro-abortion non-governmental organisations get EU funding, but EU money is now also going to this attempt to thwart our good work in defence of mothers and their unborn children.
