Why
Ishii was given ideas when he heard of the Geneva convention, and developed an interest in it which grew as the other countries against biological warfare�s feelings against it grew firmer, as a child wants to touch things the more he is forbidden against them. Some people believed that these experiments were solely �for the sake of science.�  However, this may also have been a bluff to get rid of any enemies, diminish population, or the insane, evil joy of torture and murder.  Some other reasons were from a question of �what happens to a person�s insides when�?� or �can I start an outbreak of this disease by�?� This kind of experimentation seems a bit extreme, though, when all one needs to do is X-ray or ultrasound, or wait until an inflicted person was already dead to dissect them.
