Many Japanese people under Ishii claimed that their attacks on the Chinese were revenge for blowing up a Japanese bridge, and so should be permitted to take that revenge.  This was a false accusation, though, since the Japanese blew up their own bridge as a ploy for experiment subjects.  In the Unit 731 experiments, scientists claimed they were spies, and so the Japanese had the right to do what they wanted to them.
