Aspects of transport in Roman Egypt 30 BC - AD 300

Abstract: The aim of this thesis is to study aspects of land transport in Roman Egypt. It argues that state bureaucracy pervaded almost every level of transport in Egypt and that there was significant state control of transport. For this reason, the distinction between state and private transport is often blurred. Chapter I assesses the role of animals in transport and established patterns in their use. Records of animal sales and declarations are discussed and it is argued that such documents enabled the Roman state to requisition animals efficiently for its own purposes and to tax animal use effectively. Chapter II considers the reasons for the lack of use of wheeled transport. Chapter III discusses the organization of grain transport, both the overall system and state control, and the obligations of individuals and gilds. Significant numbers of animals were used, often from different nomes, which required efficient bureaucracy. Chapter IV considers a second specific commodity - stone. It argues that the transport bureaucracy discussed in Chapter I was of specific importance for the requisition of animals used for stone transport and that the state facilitated this transport. Chapter V shows that such facilities for stone transport were used by private transporters and that the communities in the Eastern Desert, both military and civilians, themselves stimulated transport and trade. Chapter VI argues that large and small landowners tried to rationalize their use of transport animals, preferring to distribute available animals or hire additional ones, rather than invest capital in animals. Chapter VII discusses private transport and trade in the light of customs-house receipts, showing that there was substantial private transport and that this was controlled by the state.
