If it isn't successfully established of the justice covering each person of Israel and Palestin, the wars can't stop.

They indicate that Israel and Palestin kill back and forth:
An Israelite told us that Palestin children are paid USD 2000 for death and USD 500 for injuries for killing Israeli.
There have been news that Israel has bombed back Palestin for times.

If Israel wants to find and arrest the responsible Palestin criminals, it seems impossible because the Palestinians don't seem to cooperate with the Israel police. Arafat also doesn't have an effective police to punish the criminal. 
If Palestan wants to arrest the Israeli who killed the Palestanians, it's impossible since it's the Israel government's command.

The main problem is that Palestinians are in sever hatred and don't trust the world trying to settle them, their common thought is to kill Israeli, and Arafat doesn't have an effective law enforcement to stop the Palestin mad.

Of course Israel doesn't allow Israeli killed taken as nothing happened, but they have difficulties finding which Palestanian is responsible for the murder, so they just revenge killing other Palestanians.

Then it seems in the killing balance that keeping almost equal number of Israeli and Palestanian killed. The problematic justice operation isn't based on finding and punish the criminals, but each of the two sides kill the number of the other side for them to feel satisfied. After one side revenges killing, the other side is angry and kills back. Then the circulation can't stop.

The peace talk shouldn't depend on if a casual bombing occurs. It should depend on the average situations, that is, if Palestin discourages and effectively forbids suicide bombing to Israel, and Israel stops retaliation.
