Make shields around the nuclear plants. Either steel bar masks dense and strong enough around the plants to block planes or missile defense system around the plants or both. Encourage passengers to beat up the hijackers and prepare parachutes for the passengers and plane crew in case the hijackers' actions can't be stopped.
