What can the handler do if he/she are refused services or entry into a building?
If the handler and his or her dog are refused services or entry into a building, they can show the phto id that thy must carry at all times.  In Canada the Guide Dogs that have graduated are registered with the Atorney General's office.  The issue the team a card that has the photo of the team on the front and the copy of the blind person's act on the back.
The team is also given a photo ID from the school which they graduated from.
If the handler is still having trouble after showing this proof of the dog's training and status, then there are other legal options that can be take such as:

There are stiff penalties for refusing a guidedog handler from services or entry to any public building.  In fact a guide dog team can't even be refused renting an appartment.  A fine can be as much as 5.000 dollars in Canada.
