TREATY MUTUAL RECOGNITION, FRIENDSHIP, AND COOPERATION BETWEEN THE FREE 
STATE OF PROMETHIA AND THE TRANSITIONAL IMPERIUM OF ROMULUS

Preamble

WHEREAS the Free State of Promethia and the Transitional Imperium of 
Romulus 
believe that their best interests dictate a policy to pursue closer 
diplomatic relations between their Peoples;

WHEREAS it is the foreign policy of Transitional Imperium of Romulus 
and 
Free State of Promethia to seek for peaceful and friendly contacts with 
other micronations, endorsing the true spirit of cooperation;

WHEREAS the establishment of such relations between the Transitional 
Imperium of Romulus and Free State of Promethia would be of high 
benefit to 
both nations;

THEREFORE,

The Transitional Imperium of Romulus and the Free State of Promethia, 
respectively represented by their legal legates, Lord Praetor Nivek and 
Provisional President Shawn Rose,

as the result of negotiations and discussions that took place from 12 
February through 15 February, of the year 2002,

DECIDE to sign and ratify this Treaty of Mutual Recognition, 
Friendship, and 
Cooperation:

Preliminary Disposition

Transitional Imperium of Romulus and Free State of Promethia recognize 
themselves mutually and for all purposes as sovereign entities and 
belonging 
to the micronational community. The signatory Nations shall respect 
sovereignty of both micronations and their respective governments.

General Dispositions

(1) About the governments

Free State of Promethia and Transitional Imperium of Romulus recognize 
supreme authority of their "Sovereign Governments" against external or 
internal aggressions of all kind.

The concept "Sovereign Government" is defined as that legally 
established 
according to the Constitution and the Law of the respective nation.
(2) About diplomatic missions

Free State of Promethia and Transitional Imperium of Romulus will 
establish 
a link to each other’s virtual embassies (to wit:  Websites) on the 
other 
Nation's website.

Each Nation will, in accordance with their respective laws, will 
appoint an 
Ambassador to represent and act in the name of the designating Nation 
for 
the best purposes of diplomatic relations. Nevertheless, the 
Ambassadors 
shall be from the nationality of the Nation that they represent alone.

The Nation that receives the ambassador will have the right to require 
the 
exchange of received ambassador for another diplomat, in any moment 
since 
designation and without the other Nation's consent or motive 
explanation. If 
the received ambassador is not changed in this conditions in 14 
(fourteen) 
days, the Nation is authorized to expel him.

The ambassadors and other diplomats of any diplomatic mission in 
foreign 
territory will have criminal immunity. The designated diplomats will 
not be 
arrested, suspended or intimidated in any circumstances.

(3) Cultural, Diplomatic and Commercial Cooperation

Transitional Imperium of Romulus and Free State of Promethia will 
compromise 
themselves to cooperate mutually in the fields of education, commerce, 
diplomacy or any other civilian matter of reciprocal interest.

(4) Diplomatic Cooperation

Free State of Promethia and Transitional Imperium of Romulus pledge to 
keep 
each other apprised of all diplomatic relations, and will seek to 
assist 
each other gain recognition between both Free State of Promethia and 
Transitional Imperium of Romulus and any third micronation.

Free State of Promethia and Transitional Imperium of Romulus agree not 
to 
engage in activity against another micronation without first conferring 
with 
each other, except under circumstances of a direct attack against 
either 
party by another micronation.

Free State of Promethia and Transitional Imperium of Romulus will 
inform 
each other, in a timely manner, of any major diplomatic events between 
either party and a third micronation.

(6) Extradition

Signatory states agree to recognize extradition between their two 
countries, 
according to proper national legislation.


(7) Termination of Treaty

This treaty may be terminated by either party voluntarily, by means of 
a 
formal notice of intent to abrogate the treaty issued by the relevant 
Ambassador to the foreign office of the other nation.  The foreign 
office 
must then present the Ambassador with a notice of acknowledgement.  The 
treaty will formally be considered annulled after the passing of thirty 
(30) 
days from the date of the notice of acknowledgement.

Upon violation of any of the terms of this treaty, the offended party 
may, 
at its discretion, declare the treaty annulled after a seven (7) day 
period 
of negotiation to attempt to rectify the cause of the situation.
