Illegal to Cancel Driver's License over a Photo
According to Florida Statutes

The law clearly and unambiguously does not allow the Florida DMV to cancel Mrs. Freeman's license over a photo.

The Administrative Code

The Florida DMV could not have properly revoked Mrs. Freeman's license because it does not have the necessary authority. Pursuant to Florida Administrative Code § 15A-1.0012(7), "Applicants for a Florida driver's license shall be denied said license only for the reasons set forth in Section 322.05, Florida Statutes"

As a result of this unmistakably unambiguous language, Section 322.05, Florida Statutes, provides the only reasons whereby a Florida applicant can be denied a driver's license.

The Florida DMV's stated reason for revoking Mrs. Freeman's license does not even remotely fall into any of the enumerated categories found within Section 322.05, Florida Statutes.
