      The Order of the Predatory Wolf
      
          Based in the city of Freehold, this relatively young
       cult (only about 20 years old) is growing with alarming
       speed.  Alarming, that is, because its central tenant is
       that the strong should prey on the weak, to the extent of
       feeding on the unenlightened.  The combination of skills
       and shapeshifting ability provided to cultists by the
       amulet forged by the cult's founder make them more than
       capable of accomplishing this task.
      
      
      Initiation: The Initiate must go through a period of survival training, during which he/she is taught the basic skills of the cult. After the Initiate has performed a number of lesser tests of cruelty and callousnenss, he is given a final task: Armed with a dagger, he must hunt and kill a human and remove his heart. The "Hunt" takes place in the pack's declared hunting ground, usually the poorest areas of the pack's city (in Freehold, this is the Freeman's, Docks, and Red-Light Districts). Afterward, the Initiate consumes the heart while wearing the mystic Wolfstone Pendant guarded by the Pack Alpha. As the heart is eaten, the Initiate slowly and painfully transmogrifies into a wolf. He is now a first-level member of the Order.
      Structure: The Order consists of packs, numbering between five and 25 members. At the head of the pack is the Pack Alpha, who is responsible for calling hunts and selecting new Initiates. Below the Alpha is the Pack Beta, who handles the training of Initiates and serves as the Alpha's chief disciplinarian. All others are simply Pack Brothers or Initiates. There is no real organization beyond the pack level. When the current Beta reaches 10th level (the minimum level for an Alpha), she may choose to challenge the current Alpha or take some of the members to form a new pack elsewhere. New Betas are selected by the Alphas, although a Beta may be challenged by any Pack Brother for his position.
      Dogma: The Pack is your family. Defend them from all outsiders. Run with the Pack on the night of the New Moon. The Alpha is the Master of the Pack. Obey his orders. The Beta is the voice of the Alpha--Give him the same loyalty. You are a predator among prey. The humanoids around you are fit only to feed your hunger. Enjoy the smell of their fear as you hunt them through the streets at night. Let the sheep know there is a wolf among the flock. Treat the Initiates as a wolf treats her cubs--protect them, but watch for signs of weakness or infirmity. If they present a danger to the Pack, they must be eliminated. Revel in the form of the wolf.
