Big Brother

Information: Appears briefly at the beginning of Operation M.I.N.I.-G.O.L.F. and is defeated by Numbuh 2. His purpose was just to show how cool Numbuh 2 is. Big Brother actually plays a bigger part in Operation: M.O.V.I.E., where you see a lot more of him and he apprehends Numbuh 4. Big Brother's name comes from George Orwell's book, 1984, but it also describes him to a T.

Chester

Information: This guy's main goal is to get rich, and preferably in a way that is as easy as possible. His first ploy is to brainwash children and use them to manufacture wallets and lanyards cheaply, and then sell them (the wallets & lanyards, that is, not the children). He then appears in F.A.S.T.-F.O.O.D. with a new scheme to make money: sell hamburgers (with kids inside them instead of beef) to hungry sharks in return for gold coins found in the sea. Then he appears in U.T.O.P.I.A., where he works in a laboratory to invent a headband to control children and sell them to their parents. All of his efforts to set up a business are ruined by the Kids Next Door. He appears in M.O.V.I.E., A.F.L.O.A.T., F.L.U.S.H., and M.A.C.A.R.R.O.N.I. dressed in his camp costume, but doesn't have a big role in any.

Common Cold

Information: The eternally ill enemy who wishes to rid the Kids Next Door and spread his disease to everyone. The Common Cold calls the KND snot nosed kids, despite him being a lot more snottier. He is temporarily known as the Flu Bug in Tommy's invention.

Count Spankulot

Weapons: Hands for spanking
Information: His name is really Count SpankuLOT, to our dismay. Oh, well. We'll use Spankula and Spankulot interchangably. Count Spankula, as you may be able to tell by his name, is a child-spanker. He can be easily stopped by the treehouse defense, as long as it's turned on, but when he slips through, he gives a painful spanking to the kids. He only spanks kids that have been bad, though (unless someone tricks him to do otherwise). Count Spankulot temporarily joins the KND in Operation: S.P.A.N.K. He has a unique hand-spanking background. In Operation: L.O.C.K.D.O.W.N., it is revealed that he can turn kids into spank-happy vampires (like himself) by spanking them with his gloves off.

Cree

Formerly Known As: Numbuh 11
Appears In: Operation: S.U.P.P.O.R.T., Operation: K.I.S.S., Operation: S.P.A.C.E., Operation: E.N.D., Operation: S.L.U.M.B.E.R., Operation: H.O.S.P.I.T.A.L.
Weapons: B.R.A., trident-like weapon
Information: Cree is Numbuh 5's older teenage sister. At first, it seems that Cree and Numbuh 5 get along pretty well, but then it is revealed that Cree is an apprentice of the DC's father and that she wants to suck information from her little sister about the Kids Next Door organization. Yes, isn't it hard having your own older sister as an enemy? Cree really hates kids, even though she herself used to belong to the Kids Next Door organization. She is an excellent martial artist, and has taught Numbuh 5 quite a few tricks. Cree also seems to have a good grasp of how Kids Next Door technology works, as seen by her ability to fix ships and Numbuh 5's comment: "You always were good with the two by four technology."

DCFDTL's Father, The

Appears In: Operation: G.R.O.W.-U.P., Operation: S.U.P.P.O.R.T., Operation: M.O.V.I.E., Operation: K.I.S.S. (heard, but not seen), Operation: T.R.I.P, Operation: A.F.L.O.A.T, Operation: T.R.A.I.N.I.N.G., Operation: A.R.C.H.I.V.E., Operation: G.R.A.D.U.A.T.E.S., Operation: P.R.E.S.I.D.E.N.T., Operation: C.A.K.E.D.-F.O.U.R. He is also referred to in Operation: C.A.N.N.O.N. by the DC.
Weapons: The fire in his body
Information: Like his name suggests, he is the father of the DCFDTL. It is from his careful raising of the DCFDTL that they are who they are today. He seems to like fire and his rival would probably be Mr. Uno or Tommy. It is revealed in Operation: T.R.A.I.N.I.N.G. that Father has the ability to levitate and morph his face and voice. According to Numbuh 1 in A.R.C.H.I.V.E., Father was the first adult to rebel against children and his name is Mr. Wigglestein.

Gramma Stuffum

Weapons: Good, yucky, healthy food
Information: Gramma Stuffum is a caring grandmother gone wrong. It is her belief that "childrens" these days are too skinny and need fattening up. And what better to do it with than some nice home-cooked food? She has some kind of accent but I, being the World's Worst Accent Identifier, don't know what it is. It could be German, since Numbuh 2 calls her "fraulein". She has three talking assistants, Liver and and two Onions. Well, the onions don't really talk--they just kind of giggle. In any case, the assistants are in fact liver and onions, the infamous dish. Liver and the Onions command the rest of the food, which is living. A head of cabbage gives Liver reports. Gramma Stuffum seems to take a maniacal delight in stuffing kids' stomachs.

Her - The Old Cat Lady

Appears In: Operation: C.A.T.S., Operation: M.O.V.I.E., Operation: A.F.L.O.A.T., Operation: U.T.O.P.I.A., Operation: F.L.U.S.H., Operation: M.A.C.A.R.R.O.N.I.
Weapons: Cats. Lots and lots of cats.
Information: This old cat lady lives by herself with only her cats to keep her company. Her house, which is close to the KND treehouse, smells strongly because it is filled with black and white cats. She reminds me of Arabella Figg. [Tako is so obsessed with Harry Potter... �_�;;] Anyway, she seems to be a bit off her rocker, possibly from being so isolated. She also loves her cats a lot and will not tolerate a single one of them being taken from her, even if that "cat" doesn't belong in her house in the first place.
Note: The old cat lady's name is probably not "Her", but since that was the only thing people called her in the episode, I'll just call her that.

Knightbrace

Title: The Enamel Avenger
Real Name: Mr. Jelly
Appears In: Operation: T.E.E.T.H., Operation: M.O.V.I.E., Operation: A.F.L.O.A.T., Operation: U.T.O.P.I.A., Operation: F.L.U.S.H., Operation: M.A.C.A.R.R.O.N.I.
Weapons: Dental things, like floss, mirrors, toothpaste shooters, etc.
Information: On dark nights he goes around and maybe he'll brush your teeth or maybe even floss them, so beware! By day, he tends a candy shop, but not by his choice. He wanted to be a dentist but he was kicked out of dental school. He was forced to inherit the candy shop and watch while little children ruined their teeth with sugary candy. Finally, he couldn't take it anymore and put on a nightbrace and a disguise and became Knightbrace.
Physical Description: He's a middle-aged man who wears a dark blue suit and purple gloves, boots, and nightbrace. Normally, he has a moustache and wears a shopkeeper apron and glasses, I think.

Laura Limpin - The Big Badolescent

Weapons: Her scary muscles
Information: A party-loving little girl who can easily turn scary. She hates cocunuts and is inside a cookie-selling organization (Skunky Scouts, troop 177, to be exact). This girl may be cute at first, but be careful what you say or do around her because she just might change into a much larger, more muscular, strange costume-wearing version of herself.
Key Phrase: "I never get invited to parties!"

Mega Mom and Destructo Dad

Weapons: Stupefying rays
Information: Mega Mom and Destructo Dad are Chad's very ambitious parents. The two of them somehow managed to get a hold of big helmet-masks that match their faces, rocket boots, and paralyzing rays. Their plan is to paralyze all the members of KND so that Chad can be Numbuh 1. They almost succeed in eliminating all of the Kids Next Door, but their son intercedes. Very oddly, they support their son's participation in the KND and they even have a flying car that looks like a KND member could have made it.

Miss Goodwall - The Zoo Lady

Appears In: Operation: Z.O.O., Operation: M.O.V.I.E., Operation: A.F.L.O.A.T., Operation: U.T.O.P.I.A., Operation: F.L.U.S.H., Operation: M.A.C.A.R.R.O.N.I.
Weapons: Tranquilizer darts
Information: This eccentric lady has started a children's zoo. That is, a zoo that displays different types of children, not a zoo meant for children. With her tranquilizer darts, she is able to subdue the Kids Next Door and induct them into her zoo. I assume that she's a bit susceptible to being tricked by people who have seemingly good manners and also that she's around 80 years old.

Mr. B (the baby)

Weapons: Age cigar, Homeworko
Information: A grown man who looks like a baby. He owns a cable company and has to have his parents follow him to make sure he is okay (and that his diaper doesn't need to be changed). This baby is quite sensitive about the word "baby" and although he vehemently refuses to be called a baby, he obviously is a bit infantile. He uses the robot, Homeworko, to subdue the KND while he uses their satellite system.

Mr. Boss

Weapons: None
Information: Mr. Boss is the boss of Mr. Beatles's workplace. He has a diabolical plan to send all of his workers' daughters (and sons later) to Pluto so they will only concentrate on their work. He's quite rude, but his employees can't talk back unless they want to get fired. It seems that he is the leader of all villains. For example, he opens and leads Super-Villain Meetings, hosts the "We Hate the Kids Next Door" barbeque, and, in Chester's utopia, he gave Chester a check for a buhmillion dollars on behalf of the Association of Villains.

Mr. Fizz

Information: This man is an enforcer of the soda ban that prevents kids under the age of thirteen from drinking soda. He personally likes soda a lot, but doesn't want kids drinking it. I'm not sure, but I think it's because he thinks that soda makes kids more talkative or something. His plan is not only to ban soda from children but to also bottle the children themselves up until they emerge as refined adults. Likes: root beer. Dislikes: loud children.

Mr. Mogul and Simon

Weapons: None really
Information: Mr. Mogul is the head of the company that makes rainbow monkeys, Numbuh 3's favorite toy. He is a money-hungry person who uses the popularity of rainbow monkeys and Numbuh 3's rainbow monkey sense to capture rainbow monkeys so that he can get more money. Simon is his assistant who does whatever Mr. Mogul says. A "mogul", by the way, is a very rich person.

Mr. Wink and Mr. Fibb

Full Names: John Wink and Timothy Fibb
Appear In: No P in the OOL, Operation: C.O.W.G.I.R.L., Operation: S.P.A.N.K., Operation: M.O.V.I.E., Operation: A.F.L.O.A.T., Operation: U.T.O.P.I.A., Operation: F.L.U.S.H., Operation: M.A.C.A.R.R.O.N.I.
Weapons: Various chairs that they sit in, the dome
Information: Long ago, Mr. Wink and Mr. Fibb were part of the same club as Lasso Lass, but I would say that they grew up and became evil while Lasso Lass didn't. Now, Mr. Wink and Mr. Fibb can be seen next to pools as lifeguards that prolong adult swim and in their backyard ordering pizza. In Operation: S.P.A.N.K., it seems that they like to attack childrens' playgrounds. In Operation: A.F.L.O.A.T., they were evidently in charge of sending out invitations and grilling burgers for the villains' barbecue.
Note: This took me a long time to figure out, but Mr. Wink and Mr. Fibb are based on two assassins in the James Bond series called Mr. Wint and Mr. Kidd. I think that they look and sound the same as their James Bond counterparts.

Parent Teacher Organization of Eradicating Youngsters

Appears In: Operation: N.O.-P.O.W.U.H., Operation: M.O.V.I.E., Operation: A.F.L.O.A.T., Operation: U.T.O.P.I.A., Operation: F.L.U.S.H., Operation: M.A.C.A.R.R.O.N.I.
Weapons: Report cards, books, helicopter chair, and a handbag
Information: This organization, which can be abbreviated as P.T.O.O.E.Y., consists of five members, with two women and three men, just like the DCFDTL and KND (hm... I'm catching a pattern). The leader is a principal who doesn't have a name. They appear briefly at the beginning of Operation: N.O.-P.O.W.U.H. to show off the KND's wide range of electrical technology. The principal wears a cape and can fly. Mad Dad gets angry at random children for supposedly getting bad grades. Terrible Tutor can also fly and he throws books out of his graduation gown's sleeves. Heli Teacher flies around in her helicopter chair and criticizes peoples' schoolwork and aim. Midwestern Mom holds a purse and gets really angry at naughty children. By the way, in the credits, she's listed as "Mid Western Mom", but I think it's supposed to be "Midwestern Mom". The whole team appears again in MOVIE, AFLOAT, and UTOPIA, but only the principal is seen in FLUSH and only the Terrible Tutor is visible in MACARRONI.

Professor Bob

Information: A mad scientist who wants to control the weather so children won't ever get a snow day again. He appears very briefly at the end of A.R.C.T.I.C.

Proper Patrol

Weapons: Properizing machine connected to rocket packs on their back
Information: A patrol that keeps children proper. They cannot properize the children with the treehouse's defenses active. The two members that are introduced are Sergeant Sensible and Major Mrs. Manners.

Rupert Puttkin - the Great Puttinski

Appears In: Operation: M.I.N.I.G.O.L.F., Operation: M.O.V.I.E., Operation: A.F.L.O.A.T., Operation: U.T.O.P.I.A., Operation: F.L.U.S.H., Operation: M.A.C.A.R.R.O.N.I.
Weapons: Bigifying/Smallifying ray
Information: This man loves miniature golf so much, he has turned a bit psychotic. He was the miniature golf champion before Numbuh 2 beat him in one game. Rupert Puttkin becomes easily offended by people insulting his sport ("insulting" includes calling it mini golf instead of miniature golf or calling it just a game). He calls Hoagie snot-nosed and fat (arg, what a meanie) but loses repetitively to him anyway. When he dons a minigolf trophy on his head and a costume, he becomes the Great Puttinski (is that how you spell it?). Rupert has his face on all of his golfballs.

Senior Citizen Squad

Members: Lydia, Maurice, Sheldon
Appears In: Operation: T.A.P.I.O.C.A., Operation: A.F.L.O.A.T.
Weapons: Gentitron (wheelchair), Capilator (walker), Grandmachine (cane), and the weapons each can be made into
Information: Led by Numbuh 2's own grandmother (Lydia), these three elderly citizens use anti-aging creme in order to return to the age of when they were agile teenagers. Even when the cream wears off, the SCS can always transform their walker, wheelchair, and walking stick into a small machine ("age-itize") and pilot it from within. As teenagers, they have special attacks--Maurice uses his gentitron for a "Disk Away!" attack and Lydia uses her cane-staff for a "Spinning Staff Defense Aura (? not sure about the last word)" technique. They reappeared at Operation: A.F.L.O.A.T.'s villain barbecue, in their young, teenage form.

Sir Toasty

Weapons: Flames
Information: Sir Toasty seems to be a type of robot that is manufactured to work for the Delightful Children and to defend their mansion when necessary. A Sir Toasty appears briefly at the beginning of Operation: L.I.C.E. and an army of Sir Toasties battles the Kids Next Door in Operation: G.R.A.D.U.A.T.E.S.

Stickybeard

Weapons: Candy cane swords
Information: Stickybeard is a candy-loving and -stealing pirate. He has a gigantic collection of candy on his ship, the Sweet Revenge. You could say he has a big sweet tooth. He has two sailors named Chewy and Gooey who like to say, "Oui, Capitaine," or "Oui, mon capitaine." Stickybeard's name comes from the pirate whose nickname was Blackbeard. His first appearance is in Operation: P.I.R.A.T.E., and he appears in Q.U.I.E.T. to get revenge on the Kids Next Door for ruining his ship and causing the candy to spill out. Although technically a villain (as seen by his participation in M.O.V.I.E.'s villain meeting), he saved Numbuhs 1-5 from the white asparagus in A.F.L.O.A.T., claiming that he wanted to do them in by his own hand, but Numbuh 5 didn't believe him for a second. In T.R.I.C.K.Y., he and his pirates devised a scheme to take candy from passing trick-or-treaters.
Physical description: A pirate with a candy cane peg leg, lollipops in his red beard, and a pirate hat with crossbones on it that is sticking out its tongue (cute!).
Key Phrase: "Oooo. Lime-a-licious."

Toiletnator

Appears In: Operation: N.O.-P.O.W.U.H., Operation: Q.U.I.E.T., Operation: M.O.V.I.E., Operation: A.F.L.O.A.T., Operation: U.T.O.P.I.A., Operation: F.L.U.S.H., Operation: M.A.C.A.R.R.O.N.I.
Weapons: Plungers and toilet rolls
Information: Much to our dismay (again), "Toilenator" is actually "Toiletnator". Arg... Well, anyway... If you were a villain, why in the world would you choose your theme to be the toilet? And why would you use one-ply toilet paper that breaks when it's soggy? Oh well. The Toiletnator appears briefly in Operation: N.O.-P.O.W.U.H., where he is applying to be a villain for the DCFDTL (and is rejected). In Operation: Q.U.I.E.T., he plays a bigger role as he tries to get past Numbuh 1's defense system. From Operation: M.O.V.I.E., it appears the Toiletnator is very inexperienced and unpopular among his villain colleagues, although he won brief fame when he thought of the idea to capture a member of the KND. However, it's short-lived and the Toiletnator goes back to being excluded from the villain barbecue in A.F.L.O.A.T. (but he attends anyway, not quite getting the hint). From F.L.U.S.H., it is seen that the Toiletnator is capable of being tough and also that he regards Numbuh 4 as his arch-nemesis.

Truck Driver

Appears In: Operaton: P.I.A.N.O., Operation: M.O.V.I.E.
Weapons: None
Information: This elderly man drives a HUUUUGE truck (a 95-wheeler that takes up both sides of the highway and requires a ladder to get out of it). Using this truck, he transports pianos, possibly thousands at a time. Not much is known about his history, other than what is told to the hamster. Old Shef ran away. Shef might be his dog or something. The truck driver also drove off the side of the road. Lastly, his girlfriend, Charlene (whom he sings a song about earlier) left him for his best friend, Skater, a guitar player. He reappears in Operation: M.O.V.I.E., apparently because he wants his revenge on the Kids Next Door.
Key Phrase: "That's the last time I open up my heart and soul to some strange, apparently near-death hamster."
