Last
town meeting day the tiny town of Bakersfield, Vermont considered
whether to ask Congress
to investigate the impeachment of George Bush and Dick
Cheney. While the measure failed by
just a few votes, look how difficult it was for
supporters of the measure to voice their thoughts about
the issue. The moderator calls first on the opposition who
attempts a motion to pass over the measure.
This prompts a vote (required by Roberts Rules of Order). The vote
fails and the measure goes to the floor
for discussion. But the supporter of the measure has to interrupt
the Moderator to get him to allow her to speak!
This is perhaps the purest example of
Democracy being practiced in the U.S. today but even here people
have to demand a voice to be heard.
