To Be or Not To Be - Part II |

| When William Shakespeare wrote Hamlet and penned the
words To be, or not to be: that is the question; there was no way he could
know at the time how often his phrase would be used by those of us without the talent to
coin our own clever sayings. However the borrowed quote pretty well describes the growth
dilemma we face in Colorado and in particular along the Front Range this year.
The August, 2000 publication of Foxtales carried and article by me regarding growth and
my request for help in elevating what was then called Growth Initiative No.
26. It is now known as Amendment No. 24, to the Colorado Constitution and will be
voted on in November.
I received a very good response to my cry for help, and I thank you all. I didnt
know how I felt about growth control or limits when I started on this project, which was
designed to help me cast a knowledgeable vote, at ACCORD regarding, that
organizations support or opposition to Amendment 24. From the responses I received
there were five that indicated that they were opposed to any growth control or limits, the
balance, more than 250, believed that some sort of growth control was necessary, but very
few supported Amendment 24, but they werent opposed to it either. The reasons for
some sort of growth control support were as many as the blades of grass in my lawn.
However, there was one theme that kept surfacing: Government wasnt doing its
job and politicians didnt care.
Besides obtaining your views and comments, I read and studied the proposed Amendment
24. It was not an easy read nor was it easily understandable. In fact I still dont
understand everything within the proposed amendment. I have to ask, is it just because I
am a hick from Montana or is it because the Amendment is poor law? I believe it is the
latter, not that the first part is not true but inconsequential.
ACCORD met Monday, October 2. The ACCORD Growth Committee recommended that this
organization oppose Amendment 24. During the discussion it was evident that many of Home
Owner Association Representatives were in the same boat I was in, wanting some sort of
growth control, but finding fault with the proposed amendment. The final motion we voted
on was opposition by the Accord Organization to Amendment 24 with recommendation to
support reasonable growth control measures. The vote was 18 for the motion and 11 that
didnt support the motion.
I voted with the very small majority for reason outlined herein. It is my very sincere
hope that I served the Foxridge community and you the homeowners in a responsible and
honorable way. If not you can change what I have done with your vote for Amendment 24, on
November 7, 2000, or you might believe as I do that an amendment to the Colorado
Constitution should easily be understood by non-attorneys and anyone with an eighth grade
education. In any case please vote!!! LD |

| GREAT NEIGHBORS: SOUTH SUBURBAN RECREATION DISTRICT: The community
of Foxridge is fortunate to have a neighbor like South Suburban. This special tax district
to which we belong provides many services that enrich our neighborhood. Foxridge Park and
the greenbelt are maintained by South Suburban. This maintenance includes:
*tree trimming and planting
*weed control
*mowing
*erosion control along Spring Creek (that's our creek's name!)
*flower planting and care
*litter and trash removal
We can help our good neighbor by picking up where your dog left off, picking up litter
as we walk, and letting Gale Wylie know how South Suburban is doing in the open space. His

as possible about the location.
In excellent news, our community is slated for a new park! South Suburban will spend
$60,000. FIA will spearhead a matching fund campaign to replace the wooden play equipment
in FOXRIDGE PARK. South Suburban's playground coordinator, Brett Collins, will hold public
meetings next spring. We will be able to look at sample equipment and have input about
which age groups we'd like to target. Look for more information in upcoming Foxtales.

| Arapahoe joins lineup of counties
joining "Project Homesafe" gun safety program |

| Gun safety and the promotion of responsible gun ownership are the key goals of
"Project Homesafe," a program being launched in a five-county partnership led by
local sheriffs offices to help reduce the risk of firearms accidents in the home.
"Putting a Lock on Safety" kits, which include a gun locking device and
accompanying educational material will be distributed to citizens free of charge by each
participating sheriffs office in their own counties. For further information,
contact Arapahoe Sheriff Pat Sullivan or Undersheriff J. Grayson Robinson at 303-734-5101. Jefferson,
Arapahoe, Douglas, Adams and Boulder Counties are all participating in the program, part
of a nationwide effort that now includes 500 municipalities. Safety kits are being paid
for by companies in the shooting sport industry that have voluntarily contributed one
percent of sales to the Hunting and Shooting Sports Heritage Fund. A loaded firearm, kept
unsecured, can result in a tragic home accident. The risk of firearms related injuries or
deaths is greatly reduced when gun owners fully understand their responsibility.
