- �RESIDENTS WELCOME!!� Monthly Board Meetings are the THIRD Monday of
the month at Homestead Elementary beginning at 7pm. �Future
meetings:� December 17th ANNUAL
MEETING is Monday, February 18th.� This is a VERY
IMPORTANT meeting with voting on several key issues, dues and documents.� PLEASE PLAN TO BE HERE.� Remember: Only Dues-Paying members are
eligible to vote. TERRY RIESTER EXPOSED! Terry
Riester will resign as Director of
Covenant Enforcement at the end of his contract on December 1st.� After nearly 7 years serving the FoxRidge
Homeowners Association as a Board member and on various Committees � sometimes
all alone � Terry is taken his retirement from his HOA duties.� All of us are sad to see Terry step down,
but we�re envious of his immediate plans.�
Yes, Terry and his wife, Rose, will be exposing themselves to the terror
of warm winter sunshine and travelling to visit family ... boy, will he miss
shoveling his driveway this January! Please

1057 until we can find a replacement for Terry. If
you are new to the neighborhood, you may be unaware of just what a great man is
retiring. Terry has unselfishly taken the heat for most Covenant-related
enforcement actions and braved many a late-night grouchy caller... for many
years.� He has been responsible for landscape
coordination and most all improvements, including the new entry signs that are
forthcoming.� He has spent back-breaking
hours putting up holiday decorations, cleaning up left-over garage sale signs,
and getting trash removed when selfish neighbors dump rubbish in the common
areas.� Terry feels comfortable that the
�new enthusiasm� we seem to be gaining in FoxRidge is going to help us through
this adjustment period and keep us on the right track of protecting our
neighborhoods. We
wish him the best of luck and many, many heartfelt thanks. �His ever-cheerful attitude and toothy grin
will be hard to replace. Covenants Effort Has New Strategy by Anita Joseph-Conkling FIA Board Member, Covenants Consolidation The
effort to revise our Covenants is taking on a new strategy, and success is
eminent.� In essence, the Board believes
that it is not in our best interest to wage the legal battle that is required
to revise our Covenants until 2004 when the first set expires.� This means we will NOT be able to institute
Mandatory Dues at this time.� However,
we already have the ability to assess fines for non-compliance of Covenant
enforcement efforts.� So for the many
residents who have voiced their support of Mandatory Dues, this may seem like a
bit of a set-back.� But it isn�t.� This new strategy will allow us to improve
enforcement, communications, and aesthetic enhancement efforts � with more
resident input.� Let�s look at how. 1 HOUSE-CLEANING:�
We will first do some administrative house-cleaning to make sure our
Articles of Incorporation and By-Laws are updated to reflect changes in
Colorado State and Non-Profit Corporation laws since the original penning.� Although the changes are minor, we will need
approval from a majority of members to make these documents binding.� The drafts are being finalized now and will
be distributed to all homeowners in time for a vote at the Annual Meeting in
February 2002.� Even though we will mail
to all homeowners for feedback, only dues-paying members will be allowed to
vote.� One vote per household 2 SOURCES OF REVENUE:�
We also need to find alternative sources of revenue � other than dues �
to improve the neighborhood and enhance communications.� (a) We are fighting to maintain our G.I.D.
(General Improvement District) funding as many issues transfer from Arapahoe
County to Centennial.� With the
knowledgeable Bob Bardwell at the helm, we feel confident of success.� G.I.D. funding is a major part of the
resources we require for improvements, such as new signage, staining the
perimeter fences, landscaping improvements, etc.� (b) This year we have made good progress in diverting some of our
previously high expenses, such as printing and mailing, with increased
advertising revenue from the Foxtales (please tell your friends to
advertise!)� (c)� We have had our most satisfying success with
working with neighbors on a face-to-face basis for resolving misunderstandings
and to deal with infractions instead of pursuing legal avenues.� This does not mean that all infractions have
been resolved, but the number of outstanding issues has been dramatically
reduced and the need for legal action severely diminished.� Many thanks to the good neighbors who spoke
with their �infract-ing� neighbors and convinced them to make changes. 3 AMENDMENTS TO RULES & REGS:� Many of you have never even seen the Rules
& Regulations for FoxRidge which makes it difficult for you to adhere to
them.� Fortunately, most do quite
naturally because the Rules are written as clarifications of the Covenants and
provides procedures for enacting actions.�
The last officially filed Rules & Regs was in 1984, and several
things have changed.� The key to updating
Rules & Regs is to be careful that they do not conflict with or change the
Covenants in any way.� Our attorneys,
Orten & Hindman, are Homeowner Association Law experts and have given us
excellent advice � without charging us a fortune I should add.� A draft of Amended Rules & Regs is being
reviewed by the Board.� It is important
to note that only a majority of FIA Board member votes are required to amend
Rules & Regulations and the Board is allowed to update as often as every
year.� However, we will distribute this
document to all dues-paying members for feedback prior to the Board vote. 4 We currently have the means for assessing fines for
infractions; however, the amounts of the fines seem to be to general.� Most people feel the fine should be relative
to the infraction and not a set �per-diem� rate as it now stands.� This is one of the issues that residents
will be able to give feedback on at an upcoming Open Discussion meeting in
January (watch Foxtales for date and time) and prior to the February Annual
meeting. In
summary, let me acknowledge that this is a slow, painful, and thankless process
for which your patience and feedback is greatly appreciated. This
new sense of organization and a thorough �rule-book� for reference will be the
basis for a more efficient, effective and better informed homeowners
association in the future.� As always,

we needed to raise from sponsors for the FoxRidge Summer Picnic and Ray
Phillips, of RTP Roofing and a FoxRidge resident, generously agreed to make up
the difference. HIGHLIGHTS FROM 10/15/01 BOARD
MEETING Mary Zaitz, Arapahoe County Zoning, provided interesting facts about zoning issues.� The most commonly reported offenses
are:� inoperable vehicles, overgrown
weeds, and trash/debris dumped in common areas.� The County is very willing to help HOAs with these issues, and
offer a prompt response time to reports. Andrea Suhaka, Centennial City Council - Ward III
rep, concurred with Mary on issues
of transition from County to City and both are confident that the transition
will be mostly smooth.� Centennial has a
lot of work to do before next February when City Courts and Zoning Boards take
full authority, and our patience is requested.�
Bob Bardwell addressed issues of the G.I.D. fund and the
controversy over who will administrate.�
Andrea further addressed the sales tax issue and invited residents to
contact her with any questions � 303-770-0058 or� [email protected] Susan Nix, Candidate for City Council - Ward III, was also introduced and gave background on key
issues facing the Council. Terry Riester reported that most of his calls were related to illegally parked motor
homes.� New landscaping was installed
around the area at a cost of $6,728. The final sign bid was approved for up to
$60,000. for all entrances. Bob Datson & Terry will re-visit the size of
sign planned for Niagara entrance because of the size of the walls. Ken Kwiecien reported a large number of ACC requests, mostly for re-roofing and
painting, were all approved.� The number
of ACC requests seem to be on the rise indicating homeowner support. Anita Joseph-Conkling reported on meeting with attorney regarding updating
of Articles, By-laws, and Rules & Regs.�
Draft documents are ready and the Committee will meet to review.� Michael Sutherland reported the CenCon letter to Arapahoe County Commissioners, asking to
lower the Mill Levy in light of upcoming Centennial fees, is not getting full
support � except from John Brackney. The Board was asked to vote on holiday decorations �
an initial purchase of $1,900.� Board
needs time to review & will vote by proxy. FoxRidge Dues, only $25. Membership is voluntary, but only
dues-paying households are considered Active Members. Did you pick up after your pet
today? PLEASE SCOOP! Residents Speak Out! As a resident of Arapahoe County for 50 years, I would like
to ask for your help.� Now that Park
Meadows has been built, we have been barraged with an impossible amount of
traffic on South Quebec between County Line and Dry Creek. One problem is that
there is no enforcement of the speed limit.�
there is no stop light between Otero and Dry Creek, and most vehicles
think it is C-470.� I have begged
Arapahoe County to install a stop light at the intersection of Mineral and

don�t know if this would be of interest to other homeowners, but it has
certainly upset me.� I understand we
cannot get a stop light at Quebec and Mineral.�
Also, I would like a new fence put up along Quebec to try and deal with
the immense traffic noise that is now present.�
I have lived at my home for ten years and know the fence between Quebec
and my home has never been touched.� A
ten-foot fence would certainly help with all the noise.� As it looks like the city has no concern
about traffic lights, controlling the speed limit, or any kind of noise control
whatsoever.� We should be able as
homeowners to build individually of jointly some kind of wall to deal with the

I want to extend a very big �Thank You� to Terry Riester,
who will be stepping down as Covenants Enforcement Director� � later this year. For over three years,
Terry was virtually a one-man show in seeing that the covenants were respected
within FoxRidge. Without Terry, there�s no telling how many statues of Elvis
would be on front lawns! I want to extend an even bigger �Thank You� to you, the
community of FoxRidge, for your class and hard work to keep our neighborhood a
great place to live. New roofs, new paint, new trees�. Thanks for the
improvements, and thanks for getting the approvals before you start. These 20
year old homes take a little more work to maintain, but it�s worth it. (I joke
about Elvis statues on lawns, but the fact is 99% of you must have great
taste�the other 1% probably aren�t reading this anyway.) Your board is working on a master plan to clean up all of
the common fences and entrance signs. Your help with the rest is much
appreciated! Adopt a Street!
We are
working with local agencies (Arapahoe County, South Suburban, Urban Drainage)
to determine who is responsible for the maintenance of our common areas.
(Believe me, It�s more complicated than you think!). Even when we sort it all
out, they will only be able to do so much, and �patrol� so often, for trash,
graffiti etc. There will be no substitute for that good old do-it �yourself� attitude. �So...when you�re on your daily walk, pick a
section of street, bike path or green belt and make it a point to keep it
clean. If your friends do the same�Voila!! (which is French for �Eureka!!�) You
have a clean path! It takes far less time to pick up a Coke can and throw it
away than it does to call Arapahoe County to send someone out to pick up a Coke

THANKS to the homeowners and contractors who continue to support our
Covenant-Protected neighborhood by removing Contractor Signs from their
yards.� Our Covenants clearly do not
allow for any signs, other than one �For Sale� sign.� Some people feel this takes away a level of freedom of
expression.� Yes, it probably does under
the strict interpretation of the Constitution, but we appreciate those
homeowners who understand that we must make small concessions for the good of
the overall.� What�s your opinion?� Send it to Foxtales.� [email protected] NEIGHBORHOOD VOICES Several residents have volunteered to help a few
hours per month with homeowner association duties.� We believe the most important job of the association is to
facilitate communications between neighbors.�
Sometimes it is easier to bring up a concern with someone who lives on
your street than to a Board member that you�ve never met.� And that�s just what we hope to achieve. If you�re concerned or upset about something in your
neighborhood, bring it out into the open and let�s work together to resolve
