Foxridge picnic in the park II
BOB DATSON
Appeals Committee Chairman
The grass is green and our summer calendars are getting booked. So lets put a big circle around Sunday, August 18th for another Picnic in Park.
Our initial thoughts for activities replicate the success of last years event - but wed involve people with fresh ideas and time to implement them. If you want to be a part of something positive for your neighborhood, call Bob Datson (303.220.1779) or Katie Barrett (303.721.9280) and lets get specific:
The FoxRidge Swim and Racquet Club will again be available from noon for everyone. This is your chance to checkout and use one of the top facilities of its kind in metro Denver. Improvements this year include new fencing, resurfacing the kiddy pool, refinishing the rest rooms, and a new speaker system. Look into the bargain that membership at the FSRC represents for you and your family. Thanks to Dan Dawkins, his entire board, and staff for this opportunity.
Around 6:00 get your picnic baskets and mosey over to the village green, a.k.a. FoxRidge Park.
LIVE MUSIC - Back for an encore appearance (and hopefully with plenty of electrical power) the jazz band BALANCE has again generously agreed to entertain us. The group of five includes Tony Kirchner, the bass player and FoxRidge resident.
We will be busy with the logistics - acquiring an awning/stage, port-a-lets, a generator, contacting the sheriffs department, and arranging for additional trashcans and pickup.
Last year, the Fire Department, ice cream, balloons and tattoos were real big with the kids (of all ages) - let us know if you have other thoughts.
We need volunteers for a sponsorship team, a setup/cleanup team, an ice cream team, and an entertainment team.
Make sure to put August 18 on your calendars. Invite the extended family, friends, and especially all of your immediate neighbors in FoxRidge.
Highlights from may 20th f.i.a. meeting
KATIE BARRETT
FIA SECRETARY, FoxRidge Improvement Association
Presentation by Ted Johnson, P.E. of Camp Dresser & McKee Inc. Engineering Co. reported that East Cherry Creek Valley Water and Sanitation District has purchased the well water supply from the northern portion of Willows Water District. The rest of Willow waters interest has been purchased by Denver Water.
The plan is to connect pump stations, many within FoxRidge, to a central line. The line will travel along E 470 to an area by Smoky Hill Rd. and E-470.
Many roads will be torn up in FoxRidge. Monaco St, Mineral Ave., and Otero will be affected. Construction is planned for the end of summer. No water disruption to FoxRidge is anticipated. Crews tearing up the roads will work in three groups, tearing up, placing pipe and resurfacing. The Board asked that the new roads that have been resurfaced in the last year be 100% resurfaced, not just 50% patch. The Board will be in regular contact with the engineer and will keep the neighborhood updated on roadwork and other information that may impact the neighborhood.
COMMUNITY VISITORS:
Nancy McKnight - reported neighbor has unapproved roof. Ken Kwiecien will follow up. Terry Riester- is concerned that an unapproved roof was allowed to be completed. It is the wrong color and not high definition shingle, both of which were not approved by the HO vote two years ago on roofing materials. He reminds the board that they have a fiduciary responsibility to act in the best interest of HO. Lee Davis- Has sold his home and wants the new neighbors to be welcomed into the community. Their names are Ralph & Kathleen Rivera. Lee also suggested that we have our lawyer look at withdrawing the title insurance restrictions from 1983. Steve Wagner- Asked for clarification on parking statement in the last Foxtales, parking IS allowed on the street in front of your home. Steve added a thank you to the board for its time and attention to the neighborhood. Rusty Brusenhan- Looking for comment to a letter asking for clarification of proposed Amended Rules and Regulations. He is concerned that some significantly change the intent of the Covenants. He also expressed concern about the low voting numbers for approval of the By-Laws and Articles Of Incorporation and the legality of such a minority directing the neighborhood. He also expressed concern about money spent to have a person such as Judy Wallace-Petty drive the neighborhood looking for violations.
REPORTS:
Treasurer: Cash in checking $15,526.38, savings $1,676.10, Total in bank $17,202.48
ACC (Ken) 43 approvals. Ken responded to questions about a roof being approved with a variance in both color and dimension. He granted the variance because of the architectural considerations of the home.
Maintenance: (Katie) 1: Signs are being completed. 2: LDS church has been responsive to H.O.'s concerns regarding the deteriorating fences along their property). 3: We are unable to have crosswalk lines and signs placed along Mineral Ave. because City of Centennial has no money. 4: Arapahoe County is working on the traffic study for Mineral Ave. and Susan Nix is in contact.
Landscaping (Katie) Sprinkler system at Otero and Quebec has been split to water trees and flowers separately. Flowers will follow sign project. Baldwin Landscaping has cleaned up the trees, removed suckers etc. HO at 8099 S. Oneida Ct. has volunteered to take on the landscaping at the Hillside signs. John Riggs will follow up. Board will arrange reimburse watering costs for this HO and HO at Olive Ct. who also water common landscaping.
Please keep our neighborhood beautiful

Dead aspen hazard
Most of us in FoxRidge have 20+ year old aspen trees that have completed their natural cycle they are dead. It is time to remove dead trees to prevent spreading of diseases to surrounding healthy trees. Aspens are fairly easy to remove, but still require professional skills and equipment. Stumps can cut at ground level or ground out to allow for nearby re-planting.
Fire dangers too high; skip the fireworks
Some fireworks are legal to use, but you should do the right thing and skip the fireworks this year. Lack of rain is making our natural grass and gulley areas to be virtual match-sticks, and houses our at risk for fireworks-related damage.
If you see a neighbor with fireworks, DO NOT MIND YOU OWN BUSINESS SAY SOMETHING!
County line road update
JAMIE DEBARTOLOMIES
FIA Board Member, FoxRidge Improvement Association
A second meeting to address concerns about the County Line Road improvement project took place in late May with representatives from FIA, Arapahoe County, Colorado Department of Transportation (C-DOT) and Centennial.
Why are the sound abatement walls at the intersection of Niagara St. and County Line not symmetrical? Due to right-of-way issues and existing utilities, the walls had to be constructed independent of one another, and the wall to the east of Niagara St. ended up several feet higher to meet OSHA regulations.
What about a traffic light? A traffic light at the Niagara St./County Line Road intersection will be installed by early fall. Douglas County did a traffic study in April 2002 and determined that the traffic count met warrant for a light.
What about the existing wooden perimeter fence?
We are in the process of determining whether GID funds can be used to tear down the fence.
Why Approval on Approved Products?
KEN KWIECIEN
Chairman, Architectural Control Committee (approvals for Roofing, Windows and Siding)
Have you have been asking why the A.C.C. requires a written request for approval, and a written response, prior to installing an approved product, such as approved roofing materials? Good question, and I think I have a good answer.
Because of the age of our homes and some of the nasty weather we had last year, and will probably have this year, many (and I mean many) homeowners are doing home improvement projects. Currently, most of these are roofing. The ACC requires written approval for these projects for two reasons:
To keep records of how many and what types of projects homeowners are doing. We use this information to take note what trends are going on with respect to not only types of projects, but also the types of products being used. The FIA and ACC review this information when looking at modifying the Rules and Regulations of the Covenants.
FoxRidge has a homeowner that acts as a Resident manager and enforces our Covenants, Judy Wallace-Petty. Part of Judys job is to notice what homeowners are doing to make sure that covenant violations are avoided / addressed. By having a list of what homeowners are conducting approved projects, knows if she needs to talk with a homeowner regarding their project. This process also helps Judy in the event that a homeowner does the old bait and switch. This does not happen often, but once in a while, a homeowner receives approval for a project, but then changes the projects scope (i.e. color of paint, brand/color of shingle).
By having this information, the FIA is not only better able to look after the welfare of the neighborhood, but also avoid bothering residents unnecessarily.
Foxridge hoa notices
Crime: At the HOA meet-ing on June 17th, a representative from the Arapahoe County Sheriffs dept. will discuss Neighborhood Safety and Crime issues. This is very important information and all residents are encouraged to attend. 7pm at Homestead Elementary on Dry Creek
New signs around FoxRidge are being completed. Landscaping will follow completion.
Paint: Architectural Control Committee needs one or two volunteers to help approve paint colors A.S.A.P. Kim Williams, who has been doing this task, is near to having a baby and will be dealing with a different kind of request. Please call Paul Conkling (303 694 1057), Katie Barrett (303 721 9280) or Ken Kwiecien (303 804 0192) if you can help.
Foxtales Editor Wanted: This is your chance to participate in the community in a significant way. The Foxtales is the primary way that residents learn about community activities. Its a fun pastime. Call Anita Joseph-Conkling (303 694-1057) if youre interested.
Clean-Up - June 21-24. Containers for large debris will be at Foxridge Park on Mineral for your convenience. Please call 303 507 6740 with items for donation.
At the last months Board meeting, two residents made comments about how the Board was serving the community. One said the Board was not doing enough; while the other vehemently stated that the Board was doing too much. This probably means that things are probably about right. The Board needs feedback from residents and not just the same few who come to a meeting. Call, write or email.
Revised rules & regs
The Rules & Regs are intended to help clarify Covenants and procedures. If you are interested in giving feedback on the rough draft -Amended Rules & Regulations, ... copies are available for photocopying at ABLE PRINTING (next to LePeeps at Quebec & County Line) or at KINKO'S on County Line. We welcome resident input either in writing/email or at one of the monthly Board meetings. The Board will likely vote on the Amended version - after feedback is incorporated - probably in June.
Smoking grass?
The severe lack of rainfall this year is allowing for more smoking-related fires than usual. The lovely shady streams and gulley areas around FoxRidge are perfect places for discreet teen smokers and fire hazards. Talk to your teens about the potential for home-destroying fires due to careless flicks of a cigarette.
City notices
NO MORE POOP! - with the support of South Suburban and many FoxRidge residents, we will bring a petition to Centennial City Council to establish a strict poop scoop law in our area. Please add your support by emailing your name and address to: [email protected] or call Anita on 303 694 1057 for info.
SUSPICIOUS CHARACTERS-there have been reports of potentially unsavory characters hanging around in gulleys and unrecognized cars parked too frequently in cul-de-sacs where residents are at work during the day. Please report ANY suspicious behavior to the Arapahoe County Sheriffs Office.
Green Grass with reduced water
Watering grass less often and more deeply will encourage root growth which makes lawns more drought resistant. Some types of grass, such as Bluegrass, survive drought by going dormant and can be watered at minimal levels and survive into the following summer.
Do not apply needed water all at one time. Water applied too quickly may run off. If you want to water every third day for 15 minutes, try dividing the time into 7 minutes at 10pm and 8 minutes more at 6am.
Contrary to popular belief, watering at night does NOT promote diseases to develop.
TIP: Check your sprinkler system to be sure it is working properly and that you are not watering the street
TIP: Leave a little more height on your grass to shade the soil and reduce evaporation.
TIP: Use sprinklers that provide large drops instead of a fine mist of water that is easier to evaporate.

CEN-CON has just posted a new website as of May 29, 2002.You may find it at www.cencon.net.
Arapahoe Sheriff's Department is revitalizing the Neighborhood Watch program to double the neighborhood watch efforts in the next 12 months as requested by President Bush.Called the Enhanced Neighborhood Watch Program, this is one of the local programs that is part of the Homeland Defense effort in the aftermath of 9-11-01.Currently, the department is testing an e-mail alert system which will provide automatic e-mail from the Sheriff's office to citizens about crime activities in our neighborhoods, crime prevention tips, and "special" reports about what is going on in our.Citizens must register their e-mail addresses on the Arapahoe Sheriff's Department website: www.arapahoesheriff.orgA representative from the department will be visiting one of our meetings soon.
majority of the Centennial City Ordinance Committee presented drafts of the nuisance abatement ordinance and the over-size vehicle ordinance to the City Council on May 30, 2002.A minority report was also presented recommending deferral of the adoption of the ordinances until the city's finances are stabilized. The drafts of the ordinances and the minority report can be found at www.c-watch-news.comThe noise ordinance will be discussed at ameeting on June 10, 2002.
tax revenues are about 60% less than projected in the budget, partly due to the slowing economy, and that about 10% to 15% of Centennial businesses are not collecting the new sales tax, according to Centennial City Manager, John Pazour, and Mayor Pye.This combination has led to the current fiscal crisis which has prompted Centennial to seek a deferral of 50% of the amount owed to Arapahoe County for contracted services.Efforts are continuing to bring all businesses into compliance with collecting the 1.5% sales tax.City services, such as future capital improvements, may be deferred or cancelled if the revenues continue to lag.Current road construction projects will be completed since they were commenced by the county, not the city.
On September 14, the City of Centennial will hold a 5K "Centennial Cup Race."will go toward the benefit of Centennial youth programs. No public monies will be used for this event.Further details will follow next month.
