Foxridge Improvement Association Minutes for 7/17/2000

REPORTS:
Treasurer
436 Homeowners have paid dues (932 possible). Checking acct balance $6351.15, Savings $5800.
We are in the process of sending out "thank you" postcards to those who have paid and we are drafting a reminder postcard to those who have not paid. The card will include a comment section, request for email address and give Anita Joseph Conklings email ([email protected]). It was also clarified that our dues pay from February to February each year. The only mechanism for finding out the name of a new homeowner is if they fill out and return the form with dues payment. Hopefully, a move to mandatory dues will alert the homeowner, Title Company and realtor to contact the association.
Covenants
Numerous cards sent out, many for the second and third notice of same violation. Terry estimates that 25 homeowners have painted their exterior without getting paint color approved. We need to address steps to resolve this issue. The house at 7957 So. Niagara Way is vacant and is owned by two banks. Neither bank wants to accept the responsibility of caring for the property. A community visitor asked about removal of dead trees. Terry said people should hire this done if they are unable to remove the trees themselves.
Maintenance
Concerns about weed control along sidewalks and along roadways are being addressed. Terry will consult with the landscaper to see if weed whacking or poison would be the best way to go. Katie reported that South Suburban is planning to remove and build a new playground for Foxridge park. They have committed $60,000 to the project. South Suburban will hold a community meeting and ask for input regarding age of likely users and type of equipment desired. Terry read a letter from a concerned homeowner regarding poor behavior of the teens near her. Katie will follow up.
County Line Road Improvement
County is beginning to plan for the noise abatement wall; it will resemble wall along Sante Fe, which is dark brown and light brown. Homeowners need to meet and take responsibility for the 5feet or so between current fences and the noise wall. There are concerns about the grade change from Otero to County Line. Currently the grade change is 6 feet over a distance of 30 feet. Terry emphasized the importance of working with and staying on top of the county so the road project has our input.
GID
$56-60 from property tax on each house per year goes into the general improvement district. This fee originated as a way to pay for common fencing. We are keeping the fund "liquid" for improvements at the Niagara St. entrance off County Line. Bob Bardwell is working to have the cost of extending fence to the new noise wall covered by GID money. There may be some money available for landscaping the section behind the noise abatement wall.
Foxtales
Explore the possibility of sending Foxtales via email, we also need to check at what amount of mail gives us a bulk rate. Post office has been charging more per piece because the fold is at the top of the address label. That will be flipped. We also need to go to a heavier bond paper.
ACCORD
Copy of the presidents and reps for member homeowner organization was given to Scott. Our elected person on the county board is John Brackley . The vote for City of Centennial is between September 12-17. Centennial people are asking for a donation of $1 per household to support their cause. War shaping up over water in Arapahoe County. The sheriffs dept. is increasing enforcement of teen curfew. The sheriffs want to add more unmarked cars along Mineral, Otero and Monaco to curb road rage. Initiative 256 is upcoming; it is a Growth Initiative, a proposed moratorium on growth. ACCORD also reviewed 12 new developments.
OLD BUSINESS:
John Haymond presented a letter outlining his views on rewriting the covenants and the expense of notifying each homeowner of the covenants.
Roberts Rules of Order were discussed and it was agreed to set them aside to allow for a free flow of information.
Applied for Directors insurance as presented by Terry Riester.
At some point we would like to make bylaws, articles of incorporation, amendments and covenants available to download from our website.
NEW BUSINESS:
Looking for ways to "build community," perhaps we could use seed money from FIA for block parties, or other block bonding efforts.
Mrs. Marian Gilmore (303.721.6698), a neighbor of the Bailey family (whose house was burned down due to fireworks on July 4, came to ask if we could do anything as an association to assist the Bailey family. She is willing to accept donations. The FIA will make a donation. The Bailey family is being assisted through their church. We discussed buying trees to replace those lost to the fire. Laura Gilmore volunteered to circulate a "thank you" card for the firefighters who saved adjoining homes. Katie Barrett was going to coordinate food for the fire fighters.
Can we make association dues tax deductible? Terry said we are not the correct type of non-profit entity to have that happen.
