Spring clean-up overflows with success
We started with two large items dumpsters on Friday morning and ended with eight by Monday evening. All were filled to capacity. We are pleased to see the support, and of course, apologize to any residents who were kind enough NOT to overfill the bins.
We felt we had to provide additional dumpsters and are now looking at un-budgeted costs. If you have not yet paid your $38 dues - now is when we really need it.
We also learned a lot about organizing this event for next year (see article on page 13).

Deputy Stephen of Arapahoe County shared some tips at the last FIA meeting for deterring home robberies.
1) Dont stop your paper when you leave town. Ask a neighbor to pick it up.
2) Dont hide a key outside your home-ask a neighbor to keep a spare key.
3) Only buy products from children accompanied by a responsible adult, many times children are used to case neighborhoods by posing as door-to-door solicitors.
4) Be suspicious of people selling products off season, such as firewood in summer.
5) Finally, dont hesitate to report something that appears suspicious. If you feel something is not quite right, then pick up the phone and call the Arapahoe County non-emergency line 303.795.4711.

Do your branches hang low, do they wing to and fro?
While walking the new puppy throughout the neighborhood, I noticed many places where it is difficult to stay on the sidewalk without getting whacked by our lovely trees and shrubs. Could you trim your trees and shrubs to open up the sidewalk? My grandfather used to say a tree branch was too low if a man could not pass under wearing a hat!
REMINDER: Dead trees are a safety issue as well as an eye-sore. Please have them removed.

Neighborhood watch
A HIGH PRIORITY is set by the Arapahoe County Sheriffs Office to establish neighborhood watches in FoxRidge. It will require a 70% participation in each block for that block to be designated as a Watch area. It requires commitment to call when you see suspicious activity and to keep up with email alerts from the sheriffs office. It is a VERY important and worthwhile effort. CELEBRATE TRAILS Month
Did you know that South Suburban Parks and Recreation has 119 miles of trails? 2002 is Colorado's Year of Trails and the perfect way to commemorate is to travel one or many of South Suburban's various scenic trails. The surfaces of Lee Gulch, Big Dry Creek, Little Dry Creek and Willow Creek trails consist of crusher fines, which is a crushed granite material that provides a superior walking/running surface and inhibits erosion. Ride your horse or run or walk along the High Line Canal, which is another fine example of a crusher fine surfaced trail.
The Mary Carter Greenway is one of South Suburban's concrete trails, located along the beautiful South Platte River. Cruise this high-speed trail for a long distance bike ride or rollerblading tour. Vistas along this trail include the natural areas of South Platte Park, the distinctive flora of Hudson Gardens and gorgeous fairways of Centennial Golf Course.
South Suburban's trails provides families and individuals safe leisure opportunities for high and low speed activities.

Many homeowners have recently expressed concern over certain paint colors that have been used to repaint some FoxRidge homes. In some cases, the colors used were properly submitted to the ACC for approval. However, it is sometimes very difficult to judge how a paint on a 1x1 sample chip will look on a 2,400 sq foot home - especially when a painter who will only paint with XYZ paint is trying to match a sample from ABC company.
To this end, the ACC will be immediately begin requiring test samples for any color that is in question. In a case where the color choice submitted is outside of the predominate color scheme of the neighborhood, the homeowner will be asked to have test area (at least 4x4) painted with the proposed paint color. This will help avoid any surprises.
Many homeowners are already doing this on their own and have found it to be very helpful in selecting the paint colors that best fits their homes.

PAINT REQUESTS: Effective immediately Kim Williams has resigned her position on the FoxRidge Architectural Control Committee. She is moving on to big and more rewarding challenges - shes having a baby. Thank you, Kim, for your contributions.
We are lucky enough to have two volunteers to fill Kims position on the A.C.C. - Julie Holt and Anne Taylor (former treasurer). Julie and Annes primary focus will be to work with homeowners on issues and approvals for painting projects.

WHAT! NO NEIGHBORHOOD HAZARDOUS WASTE PICKUP? Arapahoe County chose not to renew their contract with State Dept. of Health for the safe disposal of paints, solvents, oil and other substances in neighborhood round-ups. Please call your Arapahoe County Commissioner, John Brackney and express your concern. Or better yet, go to one of the candidate forums and ask what THEY plan to do about it.

NO SOLICITATION: A resident complained about the No Solicitation markings on the new signs, and was offended by the mention. The Board voted to add the wording to help control the unwanted solicitation in our neighborhood, and possible casing of homes for robbery. Whats your opinion?

Highlights from meeting of june 17, 2000
Presentation by Officer Amir Stephen, Arapahoe County Deputy. The 4 decade old, Neighborhood Watch program is deemed to be an effective Homeland Security measure by Pres. Bush. More on page 3.
Betty Ann Habig, Centennial City Council discussed recently passed ordinances on oversized vehicles, nuisances and the citys financial situation. These ordinances were drafted primarily to cover those areas of Centennial that do not have HOAs. More on page 5.
Secretary: (Katie) Board committee meeting was held 6/11/2. Minutes of 5/20/2 were approved.
Treasurer: (Burt) Cash in checking $11,615.20, savings $1,081.54, Total in bank $13,296.74.
Covenants: ACC (Ken): 21 request have been approved. Most requests deal with roofing, paint and window replacement. One letter sent out to grandfather vinyl siding. Concerns about number of HO doing work without ACC approval. Violations (Judy): Has developed three part form to track concerns.
Judy is expected to make personal contact to discuss concerns with HO. Consolidation (Anita): reported that 2nd dues invoices were ready to be stuffed and sent. Approved Articles of Inc. & By-Laws sent to attorney for filing. Rules & Regs are still being worked on.
Maintenance: (Katie) Two dumpsters have been ordered for June 21-23 for neighborhood clean-up. Bob Datson and Terry Riester are overseeing the neighborhood sign work and meeting with sign contractor on 6/19/2. There are grave concerns about the quality of masonry work, size, color, font and placement of signs. FIA will withhold 2nd half payment until all work is completed professionally.
Landscaping (Katie) Weeds have been sprayed along main streets. Flowers are in at the entrances.
CEN-CON: (Michael) Currently reviewing nuisance ordinance passed by Centennial. Discussed major problems with outdated, deteriorating storm drainage system. Report drainage problems to Steve Gardner at Arapahoe County. Motion made and passed to pay CEN-CON dues ($45) so FIA can remain active.
GID: (Bob) Last years unspent money has been released. In addition to $53,000 from this year, there is a carryover of approximately $60,000. Landscaping, and remaining sign contract obligation are paid from GID.
County Line Road Improvement: (Jamie) Continues to be disagreement between Arapahoe and Douglas County about the need for a light at Niagara and County Line. Douglas Countys study warrants a stop light and Arapahoe County disputes that. Saturn Dealership will be built across County Line at Niagara.
Katie and Terril Young (HO) met with the Saturn people to share concerns about lighting, sound, and test drive traffic patterns. The Saturn people were very willing to share their plans. Their plans DO NOT include a PA system and Douglas County requires that lighting stay on their property. Saturn will also build a bike path across their property which will join the 470 Bike Trail.
OLD BUSINESS: Community picnic is scheduled for Sunday, August 18. The jazz band Balance will play again this year. Discussed the need for flyers to announce the event. We will ask for 10 volunteers to walk the neighborhood to distribute flyers. RTP roofing has pledged $250 and Saturn will donate $300 toward the picnic costs. Saturn will also provide tent, stage and ice cream.
NEW BUSINESS: Ken moved to appoint Terry Riester on the County Line Road Improvement committee. Motion passed. Terry discussed FIA move to try to purchase; in partnership with South Suburban, using lottery or GO CO money, the LDS empty lot at Niagara and County Line. South Suburban is not interested in acquiring any more property in FoxRidge. FIA has concerns about zoning of this lot. It is B-3, which means any property from a car dealership to convenience store to massage parlor can be built.

BETTY ANN SPEAKS UP
City of Centennial Council Member Betty Ann Habig attended our June 17th meeting and discussed the $7 million dollar budget shortfall facing the city and options the council is considering. It is likely a tax initiative may be on the November ballot for consideration by Centennial citizens. Town meeting times and dates to discuss these issues will be announced later this summer.
Ms. Habig also introduced Arapahoe County Commissioner candidate, Allan Stone. who will represent our District and neighborhood. Mr. Stone announced that CENCON will be hosting a debate between all candidates on July 22nd at the Arapahoe Library Warehouse - details will be announced by CENCON and all are invited to attend. Also, Mr. Stone reminded attendees of the August 13th Primary Election and encouraged all to vote.

The 2002 Legislative Session concluded on May 8th with an amendment to the Colorado Common Interest Ownership Act (CCIOA) passed by the Legislature. The Governor signed the bill on May 28, 2002. The bills effective date is August 6th.
House Bill 02-1191 will amend CCIOA: by clarifying existing provisions of CCIOA allowing for court approval of declaration amendments and conveyances of common elements
by allowing post-CCIOA communities (those created on or after July 1, 1992, that are not exempt from CCIOA) greater budget flexibility
by clarifying transition of control of developer controlled associations in post-CCIOA communities by adding subjects allowed to be discussed by boards of owner associations in executive sessions (pertaining to the managing agents contract or to review legal advice)

Clarifications to Court Approval of Declaration Amendments House Bill 02-1191 resolves apparent ambiguities in the special statutory petition process first authorized in 1999. Section 1 of the bill specifies that the statutory process authorized in 1999 (in section 33-33.3-217(7) of CCIOA) is to be applied as set forth in section 217(7) of CCIOA.
Section 217(7) of CCIOA allows an owner association to petition a district court to sanction amendments to a declaration if certain minimum approvals from owners are first obtained and other due process conditions and requirements are met. If the district court grants the petition, the court enters an Order approving the proposed amendment and requiring the association to record the amendment. The amendment becomes effective once recorded.
Section 120 adds the methods of amending declarations in communities that were existing on June 30, 1992. Section 2 of the bill adds an additional means of amending declarations through the special statutory court petition process approved in 1999.

Pretty lawns can grow in hell

Did you know that you don't have to let your yard dry up and blow away with the introduction of water restrictions?
Last month I was at a seminar, hosted by the attorneys for FoxRidge, entitled "Drought Causing Doubt". Much of the talk was on how to enforce existing Covenants so that neighborhoods would not turn into barren wastelands. The most useful tool was a list of 8 items that each homeowner can implement to keep yards in top shape, while staying within the restrictions. Ill pass them on in the hopes that we all can enjoy a beautiful yard and neighborhood.
1) Water between 9 p.m. and 9 a.m. when the air is cooler and there is less wind. Evening watering helps reduce the amount of water lost due to evaporation.
2) Mow your lawn at a height of 2 1/2 to 3 inches, or as high as possible. Longer grass blades shade the soil and reduce water loss.
3) Check your sprinkler system. Make sure there are no leaks, the system is watering your lawn evenly, and the system is NOT watering the sidewalks.
4) Prevent weeds from taking over your lawn. Herbicides such as 2,4-D, Trimec, and Triamine are effective against broadleaf weeds that often invade weak turf.
5) Reduce fertilizer use. Fertilizer stimulates growth and increases the water demand. Reducing fertilizer and irrigation helps your lawn to become more drought-hardy.
6) Water less frequently. Most lawns should be able to tolerate being watered every three to five days, some may be able to go even longer.
7) Mulch flowerbeds and gardens. Mulch conserves water because less moisture is lost to evaporation and promotes healthier plants.
8) Wait to install a new lawn. A new lawn needs to be kept moist until germination, which takes up to 21 days with Kentucky bluegrass. This may mean watering 3-5 times a day. In the meantime, plan to install one of the highly efficient irrigation systems that are now available.

Many thanks to Bob Datson for his diligence in seeing that our signs are built (and sometimes rebuilt) correctly. Coordinating the construction of six new signs and the modification of four more has been a monumental task.

Good News On Centennial 'Executive' Jet Traffic
With Nacchio out at QWEST, that should reduce 'Executive' Jet traffic by approximately 104 departures and landings out of Centennial Airport each year. Mr. Nacchio won't have to commute to his home in New Jersey each weekend? And fly in airspace above my home, each weekend). I can already detect the decrease in noise. Thank you QWEST board, excellent decision!
