| Q: Why Can't My Photographs be Returned to Me? A: Due to the sheer volume of entries received, we simply do not have the manpower to return individual entries. We recommend that you keep a copy of your submitted photograph for your files. Q: What Do You Do With the Pictures if you Don't Return Them? A:The photos are kept in the contest archives. Occasionally, the City of Foster City may elect to use one of the submitted photographs in its publications. If this is done, the photographer will be contacted, permission obtained and the photographer credited. Some photographs may be placed on the City's website or FCTV's "Photo Corner" at the discretion of the city. Q:How Will I Know if You Received My Entry? A: Again, due to the sheer volume of entries received, we regret that we cannot acknowledge individual entries. Q: I sent in a photograph but I never heard back. How Do I know if I won? A: Again, due to the sheer volume of entries, we cannot acknowledge individual entries. You will only be notified if you are a winner. Q:Can I pay the entry fee on a credit card? A: Unfortunately, we are not yet equipped to handle credit card payments. Q:Can I submit more than one entry? Can I win in more than one category? A: Yes, you may submit as many entries as you can afford. Selection of winners is entirely at the judging panel's discretion; occasionally, the same person may be selected as a winner in two categories, but this decision is entirely up to the judges. Q:I am using a digital camera. How can I optimize my chances of winning? A: Please read our "Tips for Digital Camera Users" section. Q:What Does "All Submitted Pictures Become Property of the City of Foster City" Mean? A:It simply means that we cannot return the pictures to you. You, the photographer, still retains the artistic copyright. Q:Why do I Need to Submit a Release Form for Portraits? A:A release form is a liability coverage. It states that the person in the photograph granted you permission to use their likeness and to display their likeness in a public place. If the individual in the photograph is not recognizable, or the photograph was taken by an authorized agent (ie. a parent takes a photograph of their child) then a release form is not necessary. Q:I live outside of California. Can I still enter? A:Yes you can! There is no longer a geographic limitation on who may submit entries. Entries are accepted from overseas as well, but the fees must be paid in US funds. Q: What exactly is a "Photomanipulation?" A: "Photomanipulation" is defined as digitally altering a photograph beyond that which is capable in a darkroom. Minor corrections, such as color adjustments or retouching of blemishes do not constitute photomanipulation. A picture of an individual shaking hands with President Lincoln is considered a photomanipulation. |
