Character Background/History:
Neojiisu went to Eden to seek out and train under Ebi, the immortal master who was the original founder of the Ginyu Force. After a year of destruction and mayhem, he finally found him-- a decrepid old man whose immortality did not include eternal youth or strength. Despite his physical deterioation, Ebi's ki powers were still phenominal, and training under him was a right of passage for Neo in becoming a true master. Ebi chastised his pupil for his many sloppy techniques, many of which were taken from the original Ginyu Force. Like his idols, Neo always took time to pose before a fight, until Ebi told him how stupid he looked. So Neo adapted a new style and learned new attacks, including the powerful Focus Point technique. As a final lesson, Ebi taught him the "Soul Meld" and told him to end his elderly torment by absorbing him. Neojiisu's style was finally polished, perfect, and almost unmatchable.
He decided to test his new power with some good ol' fashioned world domination, but by this time many other fighters had appeared on the planet with the same motivation. While on a quest for the Dragon Orbs (which he figured would help him beat the competition), he was accidently sucked into the Otherworld. In the "Soliloquy from HFIL" episode, his body was split in two, one good half and one evil half. Both sides trained seperately in heaven and hell before the heavenly half took pity on the condemned half, who he knew was probably suffering in the underworld. He snuck down to HFIL and eventually found him, fought him, and melded with his soul. Unfortunately, by consuming so much evil energy, Dasan wasn't able to return to heaven. He was kicked out of paradise and forced to return to mortality-- but with unmeasurable power.
Neojiisu was back, as powerful, as intense, and as ambitious as ever. Despite his great strength, getting kicked out of heaven left him with unquenchable emptiness. He helped fight against the evil Gatsu, renewed his own world domination attempt, and even became a mafia boss, but he didn't get anywhere. Finally, lying on the floor his small apartment, he thought about what he wanted out of life. He wanted a home, a place he could be safe, where there would be no more fighting. There was only one place he could think of that he could go: the Juin continent.
The Juins were a reclusive people, who didn't like outsiders, but Neojiisu was certain they would accept him. He was an infamous fighter that the Juins were familiar with, and he convinced the King that he could be a powerful servant. The King took him in not because he liked him, but only because he wanted to take advantage of his stealth abilities. He even planned to kill Neojiisu when he was no longer necessary. By the King's order, Neojiisu formed the Juin Infiltrators, a covert special forces group made up of Juin's deadliest soldiers. As an honorary general in the Juin army, he finally felt at home. He became close friends with Indigo, a young infiltrator with immense power, who looked up to Neo as a mentor.
The Infiltrators saw their first action in the Mangellan War. A twelve man team, lead by Neojiisu and Indigo, snuck into Mangels and assassinated its ruler, King Angus. In the war's final battle at Siggeir Du Nord, the Infiltrators tore enemy convoys to shreds. When the Juin King suddenly ordered his armies to destroy the allies and occupy the surrounding countries, Neojiisu was enraged. Facing 20 to 1 odds, he knew they would be slaughtered. He and six other Infiltrators defected to the Allies, and warned them that the Juins were about to attack. Neo made a difficult decision, realizing that it was better for the 2000 Juins at Siggeir Du Nord to die in a single battle, than for millions to die in war against the whole world. While the battle raged on at Siggeir Du Nord, he took a small team of fighters back to the Juin Continent, where he killed the king and assumed the throne. The war was over, and Neojiisu finally became the ruler of his own kingdom.
The peace didn't last long. With a young king on the throne and the country recovering from the major defeat at Siggeir Du Nord, ambitious Regeants sought to take the throne from him before he could consolidate his power. No one but the old king knew Neojiisu wasn't Juin, but rumors began to spread, and his involvement with the clandestine infiltrators bred mistrust. At his coronation ceremony, an assassin put a ki bullet through his chest, nearly killing him. Open rebellion sprang up while he was still recovering, and hundreds of millions of Juins died over two days of civil war. In the end his loyal forces emerged victorious, and now he sits as steward of a broken nation and a tentative peace.

Class II Abilites:
Kinetic Armor - Allows him to hide his power level below naturally detectable levels regardless of how powered up he his (IE: He can be at power level 1000000 and it still will only register as 7). The chestplate and gloves allow him to absorb energy, store the energy, and then shoot it back out. Safeguards keep the armor from absorbing too much and breaking down.
Juin Bracers - worn on the wrist, they have energy shield emitters and baraka energy blade emitters. The energy Indigo would usually use to create a 'ki bubble' is condensed and amplified into a large, ovalish shield similar to what Gungans used in Star Wars Episode 1. If you're not familiar with what a baraka blade is, it is close to what Protoss Zealots use in Starcraft. Hopefully you're familiar with them.
Stealth - Makes him invisible and drops his power level to a level only dectectable by a scouter (just in case his armor breaks). He can't perform ki attacks during this time otherwise he'll be detectable.
Laser Beam - A Thin and highly dense ki beam that can easily pierce standard ki shields and tank armor. He normally fires it from a single finger. In some instances, he'll hold his hand in a claw position and rapidly fire laser beams from each finger like a rotary cannon. He can also utilize a less dense beam similar to a gun's laser sighting for pinpoint accuracy.
Flashbang - A small white ball that explodes with a loud boom and a blinding flash designed to disorient and confuse opponents.
Starburst Missiles - A homing missile of golden energy that explodes within five feet of its intended target, exploding into five smaller missiles, that spread in a spherical array before exploding themselves into golden blasts 5 feet in diameter. Useful for catching nimble targets good at dodging bullets.
Bubblegum Devils - Like Gotenk's Super Ghost Kamakaze attack, Neo blows small devils out of his mouth. They're bright orange with red eyes, devilish horns, and a cute but obnoxiously smug grin. Their tails are barbed and can be used as a weapon. They can "eat" small ki attacks and spit them back out. If hit too hard, they explode into sticky orange gunk that splatters everywhere. The gunk hinders movement both by sticking limbs to the body and by it's added weight. It prevents teleportation and remains visible even if whatever it's stuck to becomes invisible. The gunk dissolves with hand soap and water.
Focus point - The ultimate form of Neo's old Ultima attack. By concentration, he creates a build up of energy at a point. When he ceases his concentration, the energy is released in an explosion. There's no emitted beam or ball except for the explosion itself, meaning the only way to find where it came from is to find Neo himself. It can also be used to place a false power level in a distant spot to fool opponents. This technique requires so much concentration that he can't perform any other abilities or even move while he does it.
Diffusion - Another focusing technique, it allows him to directly draw energy in and out of objects and people. With regard to ki using fighters, if a fighter only has average or bad control over his ki and energy, Neo can either drain the energy from the fighter, making him/her powerless, or he can pump energy into him/her, causing them to explode. He can do this with just about anything: huge ki balls, cars, buildings, animals, planets, etc. provided he concentrates on each object individually.
Class III Abilities:
Soul Meld - As long as the other person is willing-- or too weak to stop him--, Neojiisu can absorb a person's soul. He gains all of their power and knowledge, although it leaves his own soul in torment for a week as it adapts to the new entity, and gets rid of any unwanted memories
Omega Technique: Judgement - This is what happens to your character if you are banned. The sky darkens to an evening shade of blue. Clouds form and begin to swirl together, creating a cloudy spiral over the character. A pillar of light shines down onto the character, holding him floating in place. A force pulls him slowly up, as if into the brightness of heaven, and then a hole appears in the ground beneath the pillar. Dark hands reach up from the blackness, grabbing the unfortunate one and pulling them into darkness. The hole then seals itself, the light retreats into heaven, the clouds clear, and the day returns as normal.
