1. They Mangled School Bus Contractor Issues-
A. Cost of Bus Contracts in Duval County The Duval County School Board ignored that Jacksonville's bus cost IS the lowest in Florida per student mile, Why the dramatic change? B. Seat Belts for Buses The out of state contractors pretend that they were the reason that seat belts will be in buses next year.......seat belts will be in buses next year because the Florida Legislature requires that school buses will have seat belts next year C. Bus Contractors Suggested Reducing Cost Some 30% of the buses and bus costs could be removed from the system now as the school system is legally "unitary" and the children could be bused shorter distances to local schools. Why don't General Fryer & Rick Mullaney (General Counsel) support this change??? D. Bankrupt Local Bus Contractors This coup was planned, requiring bus contractors to buy new buses last year was part of the plan. If this goes through local contractors will be forced into selling their buses cheap and go into bankruptcy. This is a massive transfer of wealth from local contractors to out of state and foreign corporations (A Coup!!!? Read the businessman's comments in folioweekly.com attached) E. Bid Process lacked "Integrity"...Was it illegal? A Folio Weekly Editorial has two insider businessmen questioning the process. The school boards transportation administration sat down with the out of state contractors and helped them drop bid amounts AFTER THE BIDS WERE SUBMITTED. The local contractors DID NOT have that opportunity! 2. Their Support of 4X4 Block Scheduling has cut Class Time by over 25%!!!!! Students have 4 academic classes per semester, twice a year instead of the traditional 6. Less learning takes place and standardized tests scores DROP! No wonder, by 12th Grade, half of Duval County students fail or drop out. (6 classes / 8 classes) x 100% = 75% ; 25% lost. 3. America's Choice Program-A Public Relation Program To Cover Up Failure? Our local paper reported that $6 MILLION was spent on this program, no other district in the country has spent this much. This school board has bought into this program BIG in spite of teachers saying the few good parts are already in their methods.. Is this money better spent to continue a series of failed expensive "consultant" supplied programs to find a magic way to improve grades OR would it be better to spend this much on lower class sizes and bring teacher salaries up to that paid by the state of Georgia. 4. Ms. Wilkinson/Gen. Fryer Have Failed to Help Restore Neighborhood Schools 5. Fully half of students drop out or fail before 12th grade graduation, most after grade.
