FLORENCE COUNTY CITIZENS IN ACTION
MINUTES OF REGULAR MEETING
APRIL 26, 2004
1. The Regular Monthly Meeting of FCCIA was held at the Venus Pancake House in downtown Florence, with 33 members and guests present. Chairman Licia Stone convened the meeting at 6:45 p.m. Lew Foster led the Pledge of Allegiance.

The regular order of business was temporarily suspended so that Program
Chairman Barbara Burgess could introduce our guest speaker, Dr. Harvey Kayman,
Medical Director, Florence County Department of Health and Environmental
Control. Dr. Kayman discussed different
types of epidemics, particularly those that have recently occurred in other
parts of the world, the likelihood of their happening in the United States, and
how our government and public health officials might respond.

Regular business resumed with Chairman Stone announcing that the minutes
of the previous meeting were posted on the website, and that hard copies were
available for any member without Internet access. Without objection, this constituted reading and adoption thereof.
4.
Treasurer Bill Hoffmeyer reported a beginning balance of $804.01,
receipts of $141.00, and disbursements of $143.22, leaving a balance on hand of
$801.79. A copy of Mr. Hoffmeyer’s
report is appended to these minutes.
5.
The Brochure and Newsletter Committees are actively working on their
respective tasks and should be producing results in the near future.

Members were asked to provide names and addresses of prospective members
so that invitation cards can be mailed to them prior to our next meeting. A list was circulated for this purpose.

Nominating Committee Chairman Lou Vause reported that their work is
almost complete and their final report should be available for next month’s
meeting. Nominations will be made at
that meeting, with elections at the June meeting. Members were reminded that nominations could also be made from
the floor.

Thanks to FCCIA, county discretionary funds are now being disbursed only
after discussion and vote of the full County Council. But the fight is not yet over.
Chairman Stone plans to hold a press conference at which she will call
for a moratorium on any fund spending in election years, between the date of
filing for office and the general election.

Yet another fund, similar to the Discretionary/Infrastructure Fund, has
been discovered. It is called the
“Utility Systems Enterprise Fund.”
FCCIA is currently investigating this matter.
10.
Status reports were received from Diane Mascara of the Website
Committee, and Bette Cox of the Letter Writing Committee. Chairman Stone requested that the Membership
Committee meet and report its findings at our next regular meeting. Program Committee Chairman Barbara Burgess
reported that Representative Jim McGee has been tentatively scheduled to speak
at our May meeting. A general
discussion was held regarding the desirability of having a speaker at every
meeting. A new committee was created,
the Order of the Evening Committee, with members Bette Cox, Barbara Burgess and
Eric Heiden, to consider the question.
11.
FCCIA is currently investigating the process by which county offices
would be made non-partisan. Chairman
Stone will provide more information on this issue as it develops.
12.
There being no further business, the meeting was adjourned at
approximately 8:45 p.m.
