Valmont was born in England. At or around the age of 12, he sent to America (San Francisco, CA) as a foreign exchange student. Later in his teenage or young adulthood he was sent to live at Buddhist monastery. Most people agree that this was most likely his parents idea because he was misbehaving or had all started a life of crime.

In adulthood, Valmont start he's own crime syndic called the Dark Hand. In it's prime the Dark Hand was connected to every known criminal act. How Valmont found Shendu is unknown but Spleef believes that Valmont found him on the black market. Shendu promise Valmont the treasure of Sin-She-Wow (spelling?) if he and his men got the 12 talismans for which he got his strength. When all the talismans are given to Shendu, he backs out of the deal. Valmont mad at Shendu's betrayal found Chan to Shendu's place and intends to steal the treasure but Jade destroys Shendu turning the treasure to dust. As his men put out of the dust Finn get the talismans which Chan left behind. Valmont takes this chance to re-start his syndic with new vigor. He arms his man with the power magic and has them rob a bank. Importunely, this got the attention of Jackie Chan and Section 13. Meanwhile Shendu as a ghost is plotting to take over Jackie's body and free his demon siblings.
