Ranma Saotome's information is in the case study.

Genma Saotome
A well rounded fighter like Ranma, he however hasn't shown his son's flair, inventiveness and not as much agility. He also is a bit of a coward, especially about confronting Happosai, and is also a little lazy, though that seems to be more recent as in his youth he managed to invent the umisenken and the yamasenken and has also spent most of his adult life training Ranma.
As a young man he was trained by Happosai along with Soün, but before this nothing is known. While there are still techniques he knows that Ranma doesn't, his son is now in fact now better than he is, which he admits in V21.1. A major weakness is his weakness to bribes, and traps to do with food.

Nodoka Saotome
If Ranma and Genma were forced to commit seppeku, Nodoka would use her sword to quickly and as painlessly as possibly end their lives. Therefore, she would have trained herself (or been trained) to be able to use a sword a little. She certainly isn't that adept with it, and she has only once used it as a weapon (V34.8 P119).

Akane Tendö
While this is not shown in the manga, she was presumably trained by her father, but in any case, she has been training since she was a child, perhaps starting after her mother died. She trains regularly (goes on a daily run etc.), but mostly by herself.
While she is much more skilled than most martial artists, but her fighting style is quite simple and straightforward. She is good at general hand-to-hand, but she doesn't have any special skills or moves, and she is a little clumsy. As a running gag, she often manages to get a large wooden hammer out of nowhere, and (generally quite susceptible) hammer Ranma with it.

Soün Tendö
Like Genma, he was trained by Happosai when younger, and is also afraid of Happosai. However, he doesn't appear to have done in frequent training in quite some time. Due to lack of examples it isn't possible to determine just how good he is. Logically, he would probably have been about as good as Genma when younger, and like Genma, he is terrified of Happosai.

Dr Ona Tofü
He has been a doctor for quite some time, but beyond that very little is known about his skills. He certainly knows a great deal about anything related to medicine (including special pressure points), but he has never demonstrated any actual combat skills.

Tatewaki Kunö
For his age group he was probably the best in the area before Ranma and Genma arrived, though Akane may have been almost as good, or even better. While he has been training for at least several years (he used to fight with his father, before he left over 3 years ago), nothing is known before that.
While he almost only uses a sword, and a wooden one at that, he is very dangerous with it, and is capable of cutting through a tree and even rock with it. Though he is never far away form his sword, this doesn't help him against Ranma, who often downs him in a single move. Also, he doesn't appear to have much in terms of combat skills except for speed with the sword-only attacks.

Kodachi Kunö
She has been aggressive since a kid (V32.6 p94-95), but nothing is known about how long she has been seriously training for, or who trained her. Like her brother, she knows what she knows very well, but little else - she doesn't seem to have any non-gymnastic based combat skills, except for chemical warfare. She is of course very agile (though not as much as Ranma), and is equally adept with her ribbon, which is her most commonly used weapon. She also uses underhanded tricks such as poisoning food with paralysis gas, and using the same in black roses (as well as exploding roses), especially in a bouquet, which occasionally get her the upper hand against someone.

Principal Kunö
As with the other Kunö's, little is known about his combat abilities when he was younger, though he used to fight with his son before he left for Hawaii. His weapons are hair-trimmers, sometimes used as a pair, and exploding pineapples, and he has occasionally used disguises, and some props to help him. However, his combat ability is only on a level with his son's.
occasionally

Ryöga Hibiki
Unfortunately nothing is known about his combat abilities before he arrives in Nerima, and since he never had a proper fight with Ranma before he arrived, his abilities can't be inferred. It is not known if he is completely self-taught or not either, but he does do almost all of his training alone, which is probably why his skill level is not that high. However, he is very strong, probably because he spends so much of his time walking with a heavy back-pack and has a lot of endurance for the same reason. His attack method is like that of a berserker - very aggressive, with a lot of strength, but not a great deal of skill, or use of battle tactics. His main weapon is his strangely heavy umbrella (though he normally uses just plain hand-to-hand) and he also once uses his belt like a sword and a stack of his head-bands like shuriken/boomerangs.

Shampoo
Having been trained by Cologne (and maybe others) since a very early age, she was good enough to win her village's annual championships in a tribe of warriors. But of course, Ranma easily beat her, but this shouldn't be held against her, as she is probably the best of the truly female warriors of her age-group (ie excluding Ranma, Herb and Rouge in cursed form - though Rouge is female, she doesn't seem to have any combat skills in human form). She is stronger than Akane (V11.9 P136), but how she relates to the other girls in speed and skill etc. is hard to determine, as they have never had a proper one-to-one contest, under normal conditions - though Akane and Shampoo did have an inconcluded fight when they both had the super-strength noodles (V11.10 P161-162). In the manga she uses a pair of maces (they appear more often in the Anime), and she has also twice used special acupressure point techniques on Akane, and has also often used her bike with quite effective force by crash-landing on people, running them over etc. She does also use some underhanded tricks and tactics, but she doesn't rely on them, unlike Kodachi.

Cologne
Possibly the most dangerous human fighter (though Happosai might be stronger), she has been a extremely dangerous person for a long time - she knew the Hiryuu Shouten ha as a young woman for example. Not only is she extremely skilled at combat, and knows a great deal of dangerous attacks, she also knows how to use herbs, magical items and pressure/accupuncture points very well. She also knows a great deal about unusual people and combat styles and other unusual stuff. She sometimes uses her staff as a weapon, but she certainly doesn't need it.

Mousse
Like Shampoo, he has been training since an early age, but who trained him is unknown. A master of hidden weapons, he somehow keeps a small arsenal in his robes and he is also skilled at hand-to-hand. While he can see quite well when wearing his glasses, without them he does have trouble - something Shampoo used against him when they were kids. Also like Shampoo, he will use underhanded tactics to help him achieve his goals. He is a little less strong than Ranma and Ryöga, but he is most likely faster, and more skilled than Ryöga, but has some way to go before reaching Ranma's level.

Happosai
An evil and dangerous old man, who knows a great deal about a great many things. Taught Soün and Genma, but hasn't seemed to teach Ranma anything despite the fact that he claims to be his master. As well as the many nasty tricks he can do, he can also stop a blow or large object (eg 8m high bomb in V11.6 P99) with a single finger, though whether that needs a special technique, or just uses pure strength is unknown. He also has a huge battle aura which can expand to about 20m in height, which he uses when angry. He sometimes uses his pipe as a weapon, and he also uses his Happodaikarin a lot. His one fatal flaw is his addiction to woman's bodies (and underwear) and he has only ever once resisted the temptation for a short while (V15.9 P140-141) when he wanted the Dragon's Whisker to get his hair back.

Ukyö Kuonji
Trained in the okonomiaki fighting style by her father since she was a child, she is about as good as the other girls, though she does heavily rely on her huge combat-spatula which she carries around all the time, and her small throwing spatulas. Some of her more unusual attacks use okonomiaki, or ingredients of, but these are rarely seen (V9.6 P86-93 & V33.11 P172-177) and involve super-sized okonomiaki, massive clumps of noodles for tying up victims, exploding food etc.

Pantyhose Taro
Because he turns into a massive monster when he gets wet, he doesn't need martial arts training as much as the others, but despite that he is good enough to be at Ryöga's or Mousse's level. As a monster, he is immensely strong and can take a huge amount of damage, and knowing abut Jusenkyö, he often uses other people's curses against them. He trains by himself, though whether he has always in unknown.

Hinako Hinomiya
Because she had a special type of body she can use two special moves - with variations - that no one else is known to be able to use. As a child she was taught the moves by Happosai, and she helped him by taking out the women chasing after him on his panty raids. However, she needs a ring/torus to suck energy from someone, and for this she normally uses coins (Japanese coins having holes in the middle), but for blasting it back, she just needs her hands. She is very flexible in her chi-sucking move, and can and has used just about anything ring-shaped, and can also suck from two sources at once - using two rings. However, her skills in actual hand-to-hand combat, are probably nothing or next to nothing, and she does have a problem of being a bit on an air-head - especially while a child.
