This is the location where riders who cannot be placed in Wings (due to the precise balance of numbers and colors in which the Wings are arranged) are listed. Normally, rider remain unWinged because there is no opening where they would be properly balanced, and a position as an unWinged rider is usually only temporary. If you are unWinged, don't think you get off easy, though... UnWinged riders must be prepared to take the place of an injured rider at any time during Threadfall.
