The President’s Report 2006

The Association

             The Hong Kong Former Immigration Service Staff Association turns two years old this year, the Association has been able to achieve its objectives in promoting welfare and well-being of members and strengthening communication among them. With devoted effort of the Committee members and staunch support of all other members, the Association made a further successful year in 2005 - 2006. Currently we have more than 180 members and we have attained our goal of building good relationships with other retired Government Servant Associations and the Civil Service Bureau. We are, at all times, mindful of our financial constraints and the nature of our non-revenue generation activities. With fresh injection of donations in the past twelve months, the Association's finances remained healthy.

Donations received

            The following donations were received during the last financial year :

(a)             $20,000 from Dr Stanley HO Hung-sun;

(b)             $2,000 from Dr Ambrose SO Shu-fai;

(c)             600 T-shirts from Mr David CHOY Hui-hong;

(d)             $50,000 from Mr WU Tai-chow; and

(e)             $4,000 from Mr Patrick TSIM Che-shing.

On behalf of all members, I would like to extend our heartiest gratitude to all donors for their generous support. Through their generosity, the association was able to operate and function well in delivering our services to all members and helped form a solid foundation necessary for funding current and future strategic programmes and development of FISSA.

             I am happy to announce that Mr WU Tai-chow has accepted our invitation to be the Honorary Vice President of the Association.

HKFISSA Website

             The HKFISSA website at http://hk.geocities.com/fissaimm/ has provided information of the Association’s work and the activities of our members both in Hong Kong and overseas.  It provides also information on any change in Government policy on the fringe benefits to pensioners.  Mr CHEUNG Chau, Mr Tony LAW Yiu-tung and Ms Elaine LO Hin-cheung all deserve credits for their hard work in maintaining the effective functioning of the website.

Investments

             As we have selected to receive scrip dividend shares instead of cash dividend in our investment on HSBC shares, we have now an accumulated total of 3,367 HSBC shares.  In order to generate more income, a sum of $150,000 was switched from the savings account to a 7-days fixed deposit account.  The deposits in the time deposit accounts now amount to $250,000.  Though the dividends and interest cannot so far cover the recurrent expenses, we aim to make the ends meet in the future.

Benefits

             The FISSA is currently working alongside a number of companies to provide benefits to our members. All companies currently offer preferential rates to FISSA members are listed below : -:

(i)               Ching Mei Records Company;

(ii)             Happy Sound Music Limited;

(iii)           Wines Unlimited;

(iv)            Dr CHEUNG Kwok-kwong's clinic;

(v)             Mountain Services International Limited;

(vi)            Hang Heung Kitchen;

(vii)          Sui Cheung Paper and Stationery;

(viii)        Academic Access Overseas Education Consultation Services; and

(ix)            Creative City 228 Household Association.

The Association will endeavour to pursuit for more concessionary benefits for our members from other organizations.

Medical benefits for pensioners

             The revised arrangements to reimburse medical expenses to pensioners and their dependants have been published.  The Association is concerned about the feedbacks on the new arrangements and maintains close liaison with other retired government servant associations by sending representatives to attend the Quarterly Seminars chaired by the Hong Kong Retired Civil Servants Association.  Should any member encounter difficulty in claiming reimbursement, please contact any Executive Committee member to report his case so that we will consider any necessary follow-up action.

Taxation

             The Commissioner of Inland Revenue has informed us that no taxation will be levied on the donations received by our Association for the financial year ending 31 December 2006.  Thanks to the Honorary Auditor, Dr Patrick WONG Lung-tak who has presented a convincing case to the Commissioner of Inland Revenue.

Activities

10 newsletters were sent to all members in the past twelve months to provide them with information on the activities and work of the Association.  The First Annual General Meeting and Dinner was held on 23 February 2006 with 168 guests and members participating.

             The Association had also arranged eight hikings, a visit to Immigration Service Institute of Training and Development, a Talk on Insurance Policies, a tour to Cong Hua, China in the past year.  Civil Service Bureau arranged annually a subsidized local tour for all retired Government Servant Associations and upon recognition of our Association by the Civil Service Bureau, our members were invited to join the function.

             The arrangement of badminton practice sessions at the Disciplinary Services Sports and Recreation Centre on every Tuesday and Friday morning continues.  From time to time, ex-colleagues make good use of the lunch gathering at the Chinese Restaurant in DSSRC on Tuesdays to meet the old pals and have a good chat with them.

                The HKFISSA Rendezvous held at the Officers' Mess on a regular basis on the last Thursday evening of each month is a favourite event for meeting old friends especially those from overseas.  On 30 November 2006, knowing that there were ex-colleagues from overseas joining the function, we had more than 70 participants enjoying the evening in hearty chats, sing along and savouring fine wines and gourmet dinner.

Charity and voluntary work

             Invited by the Government Disciplined Services General Union, representatives of the Association visited He Yuan together with their representatives to examine the need of building a primary school complex in that region.  Eventually $5,000 were raised and donated to the relevant charity project.

             Some members joined the Immigration Department Volunteers Team to take up some volunteer work like serving food and drinks to charity trail walkers and accompanying elderly persons to visit exhibitions.

Prospects

             We shall continue to look after the welfare and well-beings of the members and to organize social, recreational and cultural activities.  Since its inauguration, the Association is now on a firm footing, I hope to put the emphasis of next year’s work on promoting membership and involving more in charity and volunteer work in the coming year.

Conclusion

             As a final note it is important that I thank all the Executive Committee members for their efforts especially Mr John WONG Shiu-pui in carrying out the liaison work and Mr WONG Kwong-chung and Mr CHU Hak-kong in arranging the hikings.  I must also thank all the volunteers for giving us helping hands in various occasions.  Their commitment to the Association over the last 12 months have made the past year a success.  All Committee Members and volunteers have worked tirelessly for which they must all be given credit.

             I also extend my gratitude to all Honorary Members for their advice and support. A new committee will be formed for the new term of office commencing in April 2007.  I am confident that the new committee will do their best to serve the members and fulfill the mission of the Association.

The FISSA is very much a member driven organization, I therefore appeal to all members for their support for the new Committee by actively participating the functions and giving their suggestions and opinions.  The Association looks forward to sharing many more highlights and success with members in the future.

Patrick K C Pang
