KINCAID BASSMASTERS,
INC.: BYLAWS (2001 REVISION)
ARTICLE I MISSION STATEMENT
The object of this
organization shall be to promote the sport of fishing in a safe and enjoyable manner
through example of safety practices, catch and release, friendly competition,
and to actively participate in manners of constructive conservation where they
pertain to the fishing waters in Kentucky’s fifth district.
ARTICLE II SAFETY
(1) The Kincaid Bassmasters'
stress the fact of the need to use every safety precaution at all times. (2) During the tournament fishing hours a
life vest must be worn by every contestant when the combustion engine is
running. The use of a “Kill Switch” is
mandatory. (3) Kincaid Bassmasters'
Inc. and the officers shall not be held responsible for any injury or damage
with any and all tournaments. (4)
Boaters must be able to show proof of liability insurance on their boats. (5) Anyone operating a boat in an unsafe or reckless
manner will be subject to protest and will meet Disciplinary Action by the
Executive Committee. (6) It will be the
sole responsibility of each boater and his partner to perform a safety check
for navigation lights and to insure that the kill switch is operational. (7)
All tournaments are optional and the choice to start fishing a tournament
relies solely on each club member.
ARTICLE III GENERAL
ORGANIZATION
(1) A majority of votes cast
at the Awards Banquet, (Family Banquet), shall be necessary to elect officers
of this organization. (2) The officers
of this club shall be President, Vice President, Treasurer, Secretary (2),
Weight and Measurers (2), Environmental Director, and Youth Director. (3) The above listed officers shall have
general charge of the meetings, business, and activities of the club. These officers shall constitute the
executive Committee of the club and their annual dues shall be
complimentary. (4) Any action on the
part of the Executive Committee may be subjected to the review of the total
membership.
ARTICLE IV MEETINGS
The Annual Meeting of the
Kincaid Bassmasters' shall be held on the last Friday in February.
ARTICLE V MEMBERSHIP
(1) Annual membership is
$54.00 per person. The dues breakdown
as follows: $20.00 goes to the club
account, $25.00 goes to the Kentucky B.A.S.S. Federation dues, $9.00 goes
towards the Kid’s Tournament and any other expense that the club may
incur. Each new member is charged an
additional $1.00 incorporation fee. (2)
Any person wanting to join must have their name and dues submitted by a current
member one tournament prior to fishing or at the Annual Meeting. New members are subject to approval by
unanimous vote of the standing current members. (3) New members must have paid dues before being eligible to
vote. (4) The Kincaid Bassmasters' Inc.
is affiliated with the Kentucky B.A.S.S. Federation and is members of the
National B.A.S.S. Chapter Federation. A
vote to rejoin these two organizations will take place at the Awards Banquet
(Family Outing).
(5) Requirements for
affiliation as presented by B.A.S.S. are; (a) Approval of Chapter Charter by
B.A.S.S., (b) Update B.A.S.S. with a chapter membership roster at years end,
(c) Names and address of new members joining the chapter during the year must
be submitted as they occur, (d) Maintain 100% B.A.S.S. membership, (e) Must
affiliate with State Federation and support it’s conservation and youth
programs. Any additional requirements
that the State Federation establishes for chapter such as membership, number of
members, dues, attendance at meetings, etc., would be necessary for the chapter
to participate in the State Federation qualifying tournaments and any other
Federation-sponsored tournaments or events, (f) B.A.S.S. Federation membership
requires that you be a member of B.A.S.S. and that you be 16 years of age. The Kincaid Bassmasters' must maintain at
least six members in the Federation.
The officers of the Kincaid Bassmasters' must belong to the
Federation. Any and all Federation dues
changes will be explained at the Annual Meeting. (6) The Kincaid Bassmasters' Inc. will maintain 100% Kentucky
B.A.S.S. Federation membership for any person sixteen (16) years of age or
older. Associate Membership will be
granted to anyone who is fifteen (15) years of age or under. The Associate Member will not be allowed to
operate the boat’s combustion engine under any circumstances except in dire,
extreme, emergency situations. The
Associate Member dues will be $29.00, $9.00 of which goes towards the Kid’s Tournament.
ARTICLE VI TOURNAMENTS
(1) Prior to start (a) No fishing tournament waters six (6)
hours prior to tournament.
(b) Any tournament called off
due to high water or other reasons may be moved to an alternate site as
determined by the membership at the Annual Meeting The decision to move to an
alternate site will be made, by the officers, by noon of the day preceding a
tournament. (c) All livewells must be
checked before each tournament by an officer or his appointed
representative. A livewell ribbon or a
tie wrap must be displayed in plain sight during the tournament hours. (d) Any delay in the start of the
tournament, decided by the attending Executive Committee members, that exceeds
one (1) hour will result in a maximum of a one (1) hour extension of tournament
hours. (2) Entry fees. (a) The entry fee for each tournament will
be $17.00 per participating member. (b)
There will be an optional Big Bass pot of $3.00. Both partners must enter.
(c) Tournament entry fee will be accepted up until fifteen (15) minutes
prior to a scheduled start of tournament.
Entries after that will be placed on the last flight. (d) Any one showing up after the start of
the tournament must go immediately to the first member he can find and pay
their entry fee, and get their livewell checked. No fishing prior to this.
(3) Start of tournament. (a) The
official starter for the tournament will be the highest placed finisher from
the previous tournament. Each boater
has the responsibility to insure that their boat meets all Coast Guard safety
requirements. The President of the club
or an appointed officer will be the official timekeeper that stops, (blows the
whistle), the tournament. (b) Flight
position will be determined by the draw of a chip at the time of entry fee
payment. Blast off will be in a single file order, passing by the check out
point. The bookkeepers have first
priority and will go out first.
Alternating every other tournament one weight and measurer boat will go
out next. Both weight and measurer boats
will have priority parking at each ramp as well as be given first priority when
boats are to be loaded. ALL CLUB
MEMBERS MUST GIVE WAY TO THE WEIGHT AND MEASURER BOATS DURING THIS LOADING
PERIOD. (4) Competition. (a) No use of alcoholic beverages or drugs,
(prescription and over the counter drugs are allowed), will be permitted during
fishing hours. Members arriving at a
tournament intoxicated will not be permitted to participate. (b) In respect to sportsman like fishing,
stay a reasonable distance from other fishermen. Each boat is permitted a fifty- (50) yard no fishing zone around
his boat if the boat is anchored with a visible rope and the trolling motor is
in the tied down position. (c) 12” or
lake limit for black bass will qualify. (Largemouth, Smallmouth, or Ky. Spotted
Bass) (d) Only artificial lures may be
used. No “Live Bait” will be permitted
with the exception of pork strips or rinds.
(e) No contestant shall leave his boat during tournament fishing hours
unless in case of an emergency situation, if you have to leave and you have
fish to be weighed in, you should take your fish to the nearest club member
(mark them), and leave them with the member to be weighed before leaving. The Executive Committee will decide the
definition of an emergency situation.
Having to leave for ball games, picnics, etc. are not considered
emergencies and your fish will be disqualified. (f) No trolling is allowed.
(g) No rods over 8 feet in length will be allowed. (h) In case of mechanical breakdown your
fish can be taken to the weigh in by another member and weighed in. This club member will not be penalized for
arriving late at the weigh in. (5) End
of tournament. (a) When the stop
whistle is blown and your boat is not yet loaded, you must have your boat in
the designated area. Fishermen have the
option to load their boat within the last half hour of a tournament, if a boat
is loaded at anytime before the last half hour, the contestant will be
disqualified. Boats remaining in the
designated area will be loaded after the stop whistle is blown. THE WEIGHT AND MEASURER BOATS WILL
HAVE FIRST PRIORITY IN THE LOADING PROCESS.
(b) No fish will be weighed in from any boat that is not in the
designated area when the stop whistle blows.
When this whistle is blown the tournament is over.
(c) Catch and release of fish
will be mandatory, except for trophy fish kept for mounting.
(d) All fish will be measured
on the club “blue” belly board with the mouth closed and the privilege of a
tail pinch. (e) Penalties: 0.13 per
dead fish, 0.13 per short fish.
(f) Weight and measurer by
officials is final. The official’s fish
shall be weighed and measured by other officers. All fish brought to the scale for weighing and measuring must be
brought in water. Fish not in water
will be disqualified. (6) Prizes. (a) Cash prizes for regular tournaments
shall be as follows: 1st place =45%, 2nd place =30%, 3rd place =15%, 4th place
=10% of entry fee. (7)
Disqualification/Protest (a) Any member
caught combining weight with another member will be automatically dismissed
from the club along with the other party involved. THE FINAL DECISION ON THIS MATTER WILL COME FROM THE EXECUTIVE
COMMITTEE WITH SUFFICIENT EVIDENCE. (b)
If anyone has protest against another member, it must be brought to the
attention of the Executive Committee prior to the weigh-in. The Executive Committee will handle all
protests. Their ruling is final.
ARTICLE VII CLASSIC
(1) The Executive Committee
will choose, in 1997, two (2) sites, [one river and one lake], that the club
fished this year. The site of the
Classic will be determined by a drawing out of the hat of these two sites at
the final regular scheduled tournament.
The site drawn is where the Classic will be fished. The alternate Classic site will be the other
site. The Executive Committee will
choose, in 1998 and all years after, either two river sites or two lake sites
that will continue to alternate on a yearly basis. (Example: In 1997 if the
Classic site drawn is a lake, then the Classic site in 1998 will be a
river. The Classic site in 1999 will be
a lake). The Classic site in 1998 and
all years after will be determined by a vote of the club members at the last
regular scheduled tournament of the year.
The Classic site will be off limits from the Monday prior to the
tournament.
(2) The number of regular
tournaments scheduled (excluding the Classic) will determine points required
qualifying for the Classic. Twelve (12)
tournaments 48 points; thirteen (13) tournaments 52 points; fourteen (14)
tournaments 56 points; fifteen (15) tournaments 60 points; sixteen (16)
tournaments 64 points. (3) Points are
obtained as follows: 4 points for each tournament fished. 4 points for each pound of fish caught,
additional points for weight over even poundage are .01-. 24= 0 points; .25-.
49=1 point; .50-. 74= 2 points; .75-. 99=3 points. 4 points can be earned for participation in Lake Cleanup and the
kid’s tournament. (4) For one time only
during a tournament season, a member can pay entry fee prior to a scheduled
tournament with out fishing the tournament and receive four (4) points towards
the Classic. (5) Money division at the
Classic will be 1st place= 45%, 2nd place= 30%, 3rd place= 15%, 4th place= 10%. Plus the same division of the clubs bank
account balance after all bills is paid.
(6) Entry fee into the Classic will be $25.00 per person with a $5.00
Big Bass pot included in the entry fee.
ARTICLE VIII PLAQUES AND SPECIAL AWARDS
(1) Plaques and awards will
be distributed as follows: (a) Angler
of the Year- plaque and jacket. (b) Big Bass.
(c) First through fourth place winners at the Classic- plaques and
scaled awards determined by the availability of funds and donations. (d) The “Top Ten” anglers of the year will
be determined at the end of the regular tournament trail. (2) The Family Outing Committee may, with
the approval of the Executive Committee, award trophies, plaques, or
recognition awards.
ARTICLE IX SPECIAL
ACTIVITIES
(1) Kincaid Bassmasters' Inc.
will sponsor a Kid’s Tournament. Also,
the Kincaid Bassmasters, at the discretion of the membership at the annual
meeting, promote a Jr. Bassmaster Club.
Decisions concerning all youth activities will be the responsibility of
the Youth Director and a volunteer committee of four members. All members are encouraged to participate in
these very worthwhile events. (2) The
Kincaid Bassmasters' Inc. will sponsor a Family Outing at the end of the
season. The executive Committee will
determine the format of this event.
ARTICLE X TOURNAMENT
COMMITTEE
(1) A Tournament Committee
consisting of the Executive Committee and four (4) club members will be formed
at the last regular season fishing tournament. The (4) club members will be nominated and voted on at the last
regular season fishing tournament.
Their duties will be to present to the membership at the following
Annual Meeting a tournament trail that will contain three (3) bodies of water
and dates to fish one of these sites.
The membership will choose, by vote, which site to fish. (2) The Tournament Trail Committee will meet
on the second (2nd) Friday of December at 7:00 P.M.
ARTICLE XI AMENDMENTS
(1) These bylaws may be
amended by a majority vote of the members present at the Annual Meeting of the
Kincaid Bassmasters' Inc.
