The following is a proposal for a new protectorate system, as proposed by the Firnost Parliament. The old system can be viewed Here.
Requirements
A) Protectors must be fae, of sound mind and body.
B) Protectors may not hold office in other freeholds.
C) There shall be three Protectors per major kith, to be selected by his/her representative.
D) Protectors must prove themselves worthy of the position through a simple test of fighting prowess and / or defensive or combat releated cantrips, as well as an interview in which they must demonstrate full knowledge of the special guidelines by which they must abide.
Duty
To protect the freehold:
- by informing newly arrived patrons of ruulles;
- by warning patrons of transgressions;
- by taking measures to prevent serious trraansgressors from frequenting Firnost;
- by using force as a last resort, using ccaantrips and chimerical weapons.
- provide preliminary rulings in mediationnss, until such time that the Parliament decides otherwise.
Privileges
A) Protectors can carry chimerical weapons in the freehold, to protect the freehold from attack by using force when no other option exist.
B) A protector's decree is considered official until reversal by Parliament (see Restriction C). This includes banishments and punishments for transgressions.
Restrictions
A) Protectors report directly to Parliament, and they are under its direct influence. If ordered, a protector must yield to the will of the government.
B) If a protector deems it necessary in a situation to use force, or threaten force by drawing a weapon, a report must be made to the governing body, explaining the action and the reasoning behind it.
C) Any rulings made by protectors are subject to reversal from the government.
D) A protector is to avoid using violence during the course of his/her duty; should violence occur, a protector must endeavor to immobilize, rather than kill, a threat. Only in the most extreme cases should a protector purposefully cause chimerical death.
E) A protector is subject to the laws governing mortal weapons. The use of cold iron is grounds for immediate dismissal and banishment.
F) Repeated occurances of unneccessary force can result in a protector being stripped of his/her title, suffering punishment as determined by the Parliament.
G) Protectors must operate in Firnost's best interest. A protector must be able to put aside personal feelings if they conflict with those of the government.
Protector Guidelines
Protectors would proceed with these steps in order. They would only proceed to the next step if necessary.
1) Start by informing the offender of the rules of the freehold. State that they are an official of the government.
2) Verbally reprimand the offender; let him know what the consequences of his repeated offense are.
3) Banish the offender for one day and report as to why to Parliment
SHOULD THE OFFENDER HAVE WEAPONS DRAWN AND IS HOSTILE:
4) Inform the offender what will happen if the weapons is not put away, in a calming way to not upset any further emotions.
5) Make use of a cantrip to immobilise/capture the offender.
6) Chimerical weapons only used as a last resort.
IF THE OFFENDER ATTACKS A PROTECTOR OR ANOTHER FAE:
1. Make use of a cantrip/chimerical weapon to hinder; state that you are an official.
2. Attack to immobilise.
3. Make use of chimerical weapons to immobilise.
4. If all else fails, attack to kill chimerically.
The primary objective of a protector is to protect the freehold. Remove innocents from danger at all times; should they require assitance, request it from others.
Their duties may require them to sacrifice themselves for their freehold. Such is their duty; those not willing to accept this duty should not accept the title of Protector.
Oath
"As I offer my heart's blood to this Balefire flame,
so do I offer my service as a Protector of Firnost, to
uphold the Escheat, and the laws by which Firnost is
governed and my office defined, and to know and obey
these laws. This I swear by the Escheat, with the
Balefire and thee as my witness, until the stars cease
to shine, or my duty is ended, and may I be forever
Outcast, and every hand be against me, if I break
this, my solemn Oath."
The Oath is to be sworn sefore the Balfire, with the
Representative (or should the Protectorate as an
institution outlast Parliament, by whatever official
exists) sponsoring the Protector to witness. A drop
of the Protector's blood is offered to the fire, and a
measure of their Glamour invested to make the Oath
binding.
A Protector may step down by returning his badge of
office (created by the Glamour vested in the Oath) and
declaring his resignation to Parliament and the
people, or by Parliament suspending the Protector from
his office by the usual 2/3 vote.
Those Oathbroken forfeit the protection of their
Escheat, as well as their reputation in any Freehold
where it is upheld.
Uniform
The Protector is to wear a silver sash to show he or she is an Official, as well as carry the badge visible.
