Democracy - a Governance by the People

1. Firnost shall be goverened by its denizens, each having an equal voice in its affairs.

2. Laws may be proposed by any citizen, and if the proposal is seconded by two more citizens, it shall be put to a public vote. A simple majority of votes in favor of the proposal makes it law. Laws remain in effect until repealed or amended by the same process of proposal, seconding, and vote.

3. Voting shall be done in this way: Once seconded, the proposal shall be posted publically. During the following seven days, votes may be placed by secret ballot in a secure ballot-box. Each citizen who wishes to vote may do so in that seven days. Results are tabulated from votes collected, before at least three witnesses.

4. All citizens shall have the right and duty to obey and enforce the law. Any question of whether the law has been broken is decided in this way: The accuser and the accused shall each choose a person to be a judge. Those two judges between them agree on a third judge. Both accuser and accused are heard. The judges may call upon witnesses of the event in dispute. The judges may call for a Fior. The judges shall each come to a decision, with the Verdict of Guilty, Not Guilty or Not Proven being reached by the agreement of any two or all three judges.

5. The decision of the judges may be appealed by any citizen. If two other citizens second the appeal, the Verdict shall be put to a vote. A majority of votes in favor overturn the verdict.

6. If the verdict is upheld or unappealed, the sentence of the Judges is served upon the accused. Judges shall endeavor to pass sentence suitable to the crime. The sentence shall be that to which two or more judges agree.
