Item 12: Chimerical Companion Act

The following is a proposal for the Chimerical Companion Act, passed in August 2002 by the parliament of Firnost after a 2/3 vote. Proposed by the Sluagh Representative, Stephen Weimar, and penned by Jeremy, a member of that kith.

Chimerical companions, guardians, and messengers to Kithain, sentient or non-sentient, are to be extended the same legal protections as their Kithain owners, insofar as being considered actual extensions of said Kithain. A Companion is restricted by the same Laws as govern Kithain within the Freehold, and any infractions committed by said Companion, shall be the full legal responsibility of its owner.

To be classified as a `chimerical companion', said chimera must display one of two objective criteria that will be judged by a volunteer Representative. These criteria are as follows:
1.) Ability to provably communicate.
2.) Reasonable independent mobility.

These Companions must either be accompanied by a Kithain patron, or bear openly a small, bright yellow band declaring their status as such to qualify. The band will be given to the owner upon their chimera's registration and acceptance as a chimerical companion by the investigating Parliament member. It is asked that those who wish to have their chimera registered on the list of protected chimera contact the volunteering Representative to arrange a meeting. The band, once given, can be worn on the hand, neck, wrist, arm, or ankle- someplace visible and obvious, so that no mistake is made that the chimera is under protection.
The updated list of protected chimera will be made obvious upon the wall of Firnost, near the posted laws, and another copy will be kept by Parliament.
