I- Structure

  1. In order to maintain a competitive level, the league will require no less than six teams & a maximum of twelve teams.
  2. Should the league acquire twelve teams, then four divisions will be created. Anything under twelve teams will lead to the creation of two divisions.
  3. Each team will be placed in each division by lottery.
  4. A teams performance will be measured by total points accumulated in the following skill positions: QB- Quarterback, RB- Running Back, WR- Wide Receiver, TE- Tight End, K- Kicker, & DT/ST- Defensive Team/Special Team.
  5. If league expands from the current number of teams to add new teams, those new teams will be placed in the divisions by lottery.
  6. In an expansion year, all league teams will be required to selected one player from their roster and designate him as a franchise player. All other players remaining from the rosters will be made available to the new expansion team's supplemental draft
  7. During an expansion year, the expansion team that is selected first by lottery, will have the option of the first pick in the expansion draft or the first pick in the main draft. The team that elects to pick first in the expansion draft will pick second in the main draft. Conversely, the team that picks second in the supplemental draft will pick first in the main draft.
  8. Expansion teams can select only one player from the expansion draft to be designated franchise player.
  9. Teams must fulfill their league entry fee requirement before the start of the season. Teams that don't comply risk receiving automatic defeats for each week the fee remains outstanding.

II- Rosters, Players & Key Requirements

  1. Season rosters will consist of seventeen  total players. Eight of those players will be starters & the remaining nine players will make up the bench.
  2. During preseason, rosters are expanded to 26. Rosters must be cut to season standard by Saturday midnight preceding the NFL Sunday of  week one
  3. No more than two defensive units per roster.
  4. A team's starting roster is required to have 1 QB, 1 TE, 1 K, 1 DT/ST. The remaining four spots can be filled from RB, WR, TE, as the owner sees fit.
  5. Any roster without a required starter is invalid and cannot be submitted. Should this occur during week one, the team in question will receive an automatic defeat.
  6. Starting with week two, a team with an invalid starting roster will be forced to use the previous weeks starting roster, unless that roster is also invalid which will result in an automatic defeat (article 5).
  7. Starting Line ups must be submitted by Saturday midnight preceding NFL Sunday.
  8. During shortened weeks where NFL games are scheduled for either Thursday or Saturday, starting lineups are due twelve noon on each day.
  9. Owners will be permitted to place up to two players on injured reserved (IR). As long as the players appears on injury report, players cannot be removed from injured reserved. Once the name is no longer on the injury report, the player must be removed.
  10. The League will notify team owners if a player needs to be removed from injured reserve. Owners will then have until Saturday midnight to comply. If the owners in question do not comply, then league officials will drop the player from the injured reserve.
  11. The WCL will use the injury report provided by the NFL on their website www.nfl.com as the primary & official injury report. Owners can gather any information pertaining to the nature & extend of a players injury from other sites, but, all actions will be based on the official injury report.

III- Draft

  1. Draft will take place at a predetermined time & place. Draft day will be made as close as possible to the start of the regular season. All owners are required to attend. Owners that don't attend can fill their rosters with players that remain undrafted at the end of the draft on a first come first served basis.
  2. In the league's initial start, draft order will be determined by lottery. Once the league is established, draft order will be determined by record & place of finish.
  3. Expansion teams will be given the top picks in the draft. Placement at the top of the draft will be governed by the rules outlined in article 7 (Section I).
  4. The draft method will consist of a flip- flop method. Teams will make their selections in the first round in descending order (1,2,3,4,5,etc.). Starting with the second round and continuing until the end of the draft, the draft order will reverse each round (rd 2 etc,5,4,3,2,1,......rd 3 1,2,3,4,5,etc).
  5. When a team's name is announced for the purpose of selecting a player, that team will have one minute to make such selection. If a team fails to make their selection by the end of the minute, that team will be skipped thus losing the chance to draft anyone in that particular round. From the seven round forward, owners will have 5 minutes to make their selections.
  6. Remaining undrafted players will form free agent pool.
  7. Owners will be permitted to scout & draft up to two college players. they must make room on their roster for those acquisitions.
  8. Owners Who choose to carry college players beyond the regular season will need to make those college players Keepers and make room for them within their allotted 6 keepers.

IV- Point Scoring System

 Points will be awarded or taken away for achievements/penalties incurred by each skilled position as follows:

A- Quarterbacks -QB

7 pts- for each touchdown pass, touchdown run, touchdown catch.

4 pts- for every 50 yards gained passing.

4 pts- for every 50 yards gained rushing.

4 pts- for every 50 yards gained receiving.

3 pts- for passing percentage between 60 & 100 %.

2 pts- for each passing two point conversion, running two point conversion, receiving two point conversion.

-3 pts- for each sack.

-3 pts- for each interception thrown.

-2 pts- for each fumble lost.

Bonus

10 pts- upon reaching five touchdown passes.

10 pts- upon reaching four hundred yards passing.

 

B- Running Backs, Wide Receivers, Tight Ends, Kickers, Punters- RB, WR, TE, K, P

7 pts- for each rushing touchdown, receiving touchdown, passing touchdown.

4 pts- for every 50 yards gained rushing.

4 pts- for every 50 yards gained receiving.

4 pts- for every 50 yards gained passing.

-2 pts- for each fumble lost.

Bonus

3 pts- for achieving 8 to 10 receptions.

5 pts- for achieving 11 to 30 receptions.

5 pts- upon reaching 30 rushing attempts.

10 pts- upon reaching 200 yards receiving.

10 pts- upon reaching  200 yards receiving.

 

C- Kickers- K

1 pts- for each extra point

3 pts- for each field goal made from 0 to 29 yards.

5 pts- for each field goal made from 30 to 39 yards.

7 pts- for each field goal made from 40 to 49 yards.

10 pts- for each field goal made from 50 to 59 yards.

15 pts for each field goal made from 60 + yards.

-2 pts- for each field goal missed.

Bonus

10 pts- for making 6 field goals.

 

D- Defense/ Special Teams- DT/ST

2 pts- for each interception

2 pts- for each fumble recovery

2 pts- for each safety

3 pts- for each sack

5 pts- for keeping opposing team's score between 2- 9 pts.

20 pts- for a shutout.

Bonus

10 pts- upon reaching 10 sacks.

V- Free Agency

  1. As stated in Section III, article 6, all undrafted players become the free agent pool.
  2. Free agency opens with week two and ends in week ten.
  3. Each free agent transaction incurs a $5.00 fee. Fee must be paid by Saturday midnight deadline. If fee is not paid, you will not be permitted to make anymore roster moves until you comply.
  4. Free agency begins at 4:00 am on  Tuesday and ends on Saturday midnight.
  5. Free agent acquisitions made by two teams for the same player between 4:00 am Tuesday & 12 noon Tuesday will be awarded. to the team with the worst record. From 12:01 Tuesday to Saturday midnight, free agency becomes first come first served.
  6. Once week ten has passed, free agency is closed. That means, all players on IR must be removed and put on the active roster or dropped prior to the sat. deadline. If the players are not removed by the sat. deadline, the league will drop the players from the respective team's IR. From week 11 to the end of the season, a team can only go into free agency if they have injured players.
  7. Starting with week 11, all injured players released as part of a free agent transaction, are removed from the free agent pool and cannot be reacquired.

VI- Playoffs & Tie Breakers

  1. During the playoffs, if two teams find themselves deadlocked at the end of the day, the following tie breaking system will be utilized to declare a victor:

A- Each playoff team will be required to select and submit a players from their bench to act as tie breaker. The points accumulated by that particular player will be used to break the tie.

B- Should selected tie breaking players result in a tie,  The bench scoring will be utilized to break the tie.

C- Should bench scoring result in a tie, Division head to head record will be used.

D- if the two teams remained tied after going thru all the steps above, a coin flip will determined the winner.

VII- Miscellaneous

  1. There will be no league announcements in reference to NFL events.
  2. It is each & every owners responsibility to keep track of league deadlines, NFL schedule, start times, & team bye weeks.
